Fake 10 Downing Street listed on Booking.com by watchdog. The door to number 10 Downing Street, Westminster, central London (Image: Andrew Matthews) A CONSUMER watchdog has said it uncovered "systemic security failures" on Booking.com after it was able to set up and accept payment for a fake listing for 10 Downing Street. On June 18, Which? listed a property on the travel site headlined "1 bedroom apartment in the heart of London" with the exact address and a picture of the Prime Minister's home. The listing - which was allegedly set up within minutes - also promised a four-minute walk to the Houses of Parliament. It was set so that users had to request a stay and were not able to reserve and pay automatically, with the booking window opened briefly so that a representative could do a test before it was closed again. According to Which?, Booking.com processed a payment for a week-long stay from a researcher. It said that more than six weeks after it was set up, the money had still not been refunded. A fake review was also uploaded to the site describing the stay as "exceptional" and making a reference to how enjoyable it was "hanging out with Larry The Cat", Which? said. Despite Booking.com sending a message saying that the review would be checked by a team of moderators, the consumer watchdog said it was added almost immediately. The team of researchers were also able to use Booking.com's mailing system to send an external URL asking the representative for credit card details to confirm the booking, Which? said. The watchdog claimed the travel site had told them that it has the ability to block URLs being sent through the messaging system if it suspects fraudulent activity, but it had not done so. According to Which? the listing was finally removed on August 27, some six weeks after it went live. Rory Boland, editor of Which? Travel said: "If Booking.com's so-called sophisticated AI systems can't spot that 10 Downing Street is not a holiday rental, then it's no wonder scammers can exploit the platform so easily. "It would be laughable that The National were able to list the UK's most famous address for rent, if the consequences weren't so devastating for holidaymakers, who risk losing thousands of pounds to bogus listings and phishing links. "Booking.com's checks are clearly unfit for purpose, and the Prime Minister must now urge Ofcom to use the Online Safety Act to crack down on irresponsible online platforms that leave consumers wide open to fraud." Booking.com is a digital travel site which enables users to book accommodation - including holiday rentals and hotels - as well as flights, car rentals and attractions. It was founded in 1996 and now offers more than 28 million total reported accommodation listings, according to its website. Which? said it has received "endless reports from consumers with dozens of complaints of receiving scam messages on the platform and hundreds of people arriving at properties to discover that the listing was fake". The watchdog said its investigation "uncovered systemic security failures across the platform". It urged Ofcom to launch an investigation into "Booking.com's compliance and take robust action to stop the platform from continuing to break the rules". A Booking.com spokesperson said: "This limited test is not a true reflection of the experience of millions of listings on its platform. The property added by Which? was not visible to customers or 'live' for the time period referenced. "We use a range of checks, verification measures and artificial intelligence, which help us detect and remove the majority of fraudulent listings within 24 hours." It said that as the property was not open and bookable, some of its automatic fraud controls were not triggered to completely remove the fraud listing. The travel site said that fraud affects many industries, adding that it recognised this challenge and continues to strengthen defences to help protect customers and accommodation partners. Booking.com said there are visible reminders to not click on links customers are not confident about, with booking confirmations providing further guidance, including details of the agreed payment schedule. According to Which?, under Booking.com's policies, hosts are not required to provide photo ID or proof of ownership until three months after a listing goes live. An Ofcom spokesperson said: "For illegal content generated by users, platforms have existing legal duties that mean they must take it down swiftly once they become aware of it. "Booking.com is not in scope of future rules that will apply to paid-for fraudulent advertising, and any change to that would be a matter for Government."

Decisions to book for several thousand dollars a week are made after hours of comparison, browsing photos, and reading reviews, not with one click from search results. A mistake in villa availability data or an outdated price costs a lot here. TheYoungVillas came to Luxeo with a task that sounded classic to Luxeo group, though with an untypical development component: increase organic traffic and help with the transition from Motopress to Ownerez. But there was a nuance: growth had to happen selectively, through non-branded demand, and a comparable software solution to use as a reference simply did not exist on the market. About the client. TheYoungVillas is a marketplace: the client's team negotiates with villa owners in Bali and lists their properties on the site, and the site earns a commission from each booking. The listings come from different sources, so data about each villa, such as prices, availability, and photos, is updated differently and requires separate synchronization. The SEO strategy here does not work with a uniform catalog, but with a living, constantly changing pool of listings, where data accuracy on the page directly affects conversion and the marketplace's reputation. Each such query can act as its own micro-niche, with its own competition and its own difficulty to break into. The scale of competition added further complexity. In the Bali villa rental niche, TheYoungVillas competes not only with local platforms but also with giants like Airbnb and Booking. Another complication was a technical migration: the client had started with the Motopress booking system but moved to Ownerez. Without full integration between the two systems, part of the pages risked showing outdated prices and inaccurate villa availability, and for an audience that makes expensive purchase decisions deliberately, a mistake like that can destroy trust. Its approach. SEO and technical audit. Luxeo group started with the basics: a full technical and SEO audit of the site. Luxeo group found and fixed errors that were hurting indexing and rankings. Alongside the technical work, Luxeo group wrote content for additional service pages (poolside breakfast, villa massage, villa yoga), the same touchpoints that help the target audience make the final decision to book this particular villa rather than a similar one next door. Each new page had to be justified, not added just to increase page count and artificially inflate the site. Separately, an audience planning to book for several thousand dollars reads any templated text as a sign of distrust. So content for new pages was written without tourism clichés, with a focus on specific amenities, location, and unique services (poolside breakfast, villa yoga, villa massage). Each page was designed around a specific search intent rather than a general query. Custom development: Motopress to Ownerez. This was the standout task Luxeo group had to deliver on. Instead of simply waiting for the client to complete the transition from Motopress to Ownerez on their own, Luxeo group built its own plugin for full integration between the two systems: real-time data exchange via API, with caching and built-in testing tools. Examples from individual clusters: "1 bedroom villa bali" rose from position 89 to 21, "4 bedroom villa bali" from 84 to 15, "uluwatu bali villas for rent" from 100 to 5. * Clicks grew from 11K to 19.4K (+76%), impressions from 328K to 762K (+132%), and average position improved from 22 to 8.8. * Non-branded queries only (quarter before/after): clicks grew from 2.76K to 5.24K (+89.9%), impressions from 270K to 398K (+47%). * Sessions from Google organic search grew by 110.4% (to 38K), while direct visits also grew by 52.5% (to 37K), meaning the growth in non-branded demand did not "eat into" the brand; it added to it. Conclusion. Working on TheYoungVillas became, for the Luxeo team, an example of how Luxeo group work on a full-service basis: SEO, copywriting, link building, and custom development were all handled by one team, without the client needing to coordinate multiple contractors or explain the task twice. Booking platforms must identify private accommodation providers Austria's Supreme Court has ruled that online booking platforms must tell customers who their private accommodation provider is and provide their contact details. The decision follows a case brought against Booking by consumer association VKI on behalf of the Social Ministry. For commercial accommodation providers, customers already have to be informed of the provider's identity and address before making a booking. The law is less explicit for private accommodation, which has meant customers could enter into contracts without knowing the identity of the person they were dealing with. The court found that platforms must provide the identity and contact details of private providers at least immediately after the booking is completed. It is not enough to provide the information only if the customer explicitly asks for it, and the court rejected Booking's data-protection objections. Tourism collective-agreement minimum pay to rise from October A new collective agreement, or Kollektivvertrag, has been reached for around 250,000 workers in Austria's hotel and restaurant sector after four unsuccessful negotiating rounds, protests and further talks between the vida union and the Austrian Economic Chamber. Italy's "ghost Residence" Scam grows to 150 victims. Published 18 August 2026 Last posts More than 150 travelers arrived in Cesenatico and Milano Marittima this summer only to find the seaside home they'd paid for didn't exist. What started as a single fake-residence scandal on Italy's Adriatic coast has now spread to a second fraudulent home, and on August 7, 2026, consumer group Codacons filed a formal complaint asking Italian prosecutors to examine whether Booking.com itself failed to properly vet the postings. - More than 150 tourists were affected by fake vacation homes in Cesenatico and Milano Marittima this summer. - A second fraudulent home, "Residence Ferrino," was uncovered in Milano Marittima in early August 2026. - Consumer group Codacons filed a complaint on August 7, 2026, asking prosecutors to examine Booking.com's own vetting responsibility. - Scammers redirected victims to pay by bank transfer or prepaid card, moving the transaction outside the platform's protections. How the ghost Residence scam worked. Because the postings were new and had no reviews yet, they looked legitimate at a glance. Once a traveler expressed interest, scammers pushed the conversation off-platform and asked for payment by bank transfer or prepaid card, including Postepay Evolution, so the transaction fell outside any purchase protection. Travelers only discovered the homes didn't exist when they arrived at the address. A second fake home surfaces in Milano Marittima. The scam was first flagged in early August, when dozens of families found no trace of Residence Da Andrea in Cesenatico. Investigators then traced a similar pattern to Residence Ferrino in nearby Milano Marittima, confirming the fraud wasn't an isolated posting but a repeated operation. By August 5, 2026, more than 150 tourists had come forward, including a Belgian family of five who had arranged stays at both fake homes for the same trip. Cesenatico's municipality, tourist office, and Civil Protection service stepped in to house stranded travelers in hotels and mobile homes. Codacons turns the spotlight on Booking.com. On August 7, 2026, Codacons filed a complaint asking prosecutors to determine whether Booking.com bears responsibility for verifying its postings, given that the fake homes reportedly displayed accommodation ID codes that should have been checked against official records. No liability has been established, but the complaint pushes the investigation beyond the individual scammers to the platform that hosted the postings in the first place. Cesenatico's mayor has also raised questions about the adequacy of the platform's checks and said the town intends to pursue legal action over the damage to its reputation. A different model: exchanging homes with real members.
