ClassWallet, which bid to manage Tennessee's school choice programmes, received $1.5 million in seed funding in 2016 from Idea Bulb Ventures, a Chinese venture capital firm now called Sinovation Ventures. The company has since raised additional funding, including $95 million in 2023. Sinovation Ventures is chaired by Kai-Fu Lee, described as a Beijing-based venture capitalist and AI expert who spent his childhood in Oak Ridge, Tennessee. Critics suggest Lee's AI investments benefit China's security apparatus, with one expert calling him "a player in Chinese digital authoritarianism". ClassWallet has faced bipartisan criticism. Arizona Democrats raised concerns over a 2023 data breach, whilst Oklahoma's Republican governor sued the company over allegedly misspent education funds. Tennessee is currently accepting bids for school choice programme management, with ClassWallet expressing interest despite past controversies.
ClassWallet closed its first institutional growth capital funding round of $95 million. Guidepost Growth Equity led the raise.
ClassWallet was advised on the investment by William Blair and Goodwin Procter LLP while Guidepost Growth Equity was advised by Choate Hall & Stewart LLP.
