Electric Twin, an AI startup building synthetic audiences to model human thought, has appointed Simon Case to its ethics board. Case served as cabinet secretary and head of the Civil Service from 2020 to 2024 under four prime ministers. The appointment reunites Case with Electric Twin founders Dr Ben Warner and Alex Cooper, who worked as advisers in Downing Street during the Covid-19 pandemic. Case will advise the company on its ethical approach as it develops technology to help organisations predict public responses to strategic decisions. Electric Twin raised £10 million in an Atomico-led funding round earlier this year. The company generates synthetic audiences to guide response prediction models, enabling organisations to better understand potential public impact before implementing strategies.
Former UK Civil Service head to advise Electric Twin. UK - Simon Case, former cabinet secretary and head of the UK Civil Service, has joined Electric Twin's independent ethics board. Case served as the youngest ever cabinet secretary from 2020 to 2024 and currently sits in the House of Lords as a crossbench peer. During his time working in government, Case worked alongside Electric Twin founders Alex Cooper and Dr Ben Warner on the country's response to Covid-19. Advertisement In addition, Case was also the senior official overseeing the AI Safety Summit at Bletchley Park in 2023 and also the formation of the AI Safety Institute (ASI) and the Advanced Research and Invention Agency (ARIA). At Electric Twin, Case will advise the business on its ethical approach, helping to provide governance on the development and deployment of the firm's technology. Cooper said: "We founded Electric Twin following our experience during a national crisis where the quality of decisions mattered enormously, but the information available to inform decisions was often incomplete. Having worked with Simon in Number 10 during this period, I have a deep respect for his expertise and judgment as we work to solve this problem. Advertisement "Simon drove AI innovation in government and advised the prime minister on ethics at one of the most challenging times in recent history. There is no better candidate to join our Ethics Advisory Board at a time when questions around AI, ethics and institutional decision-making are moving to the centre of public debate." Case added: "After years in government, you learn that the hardest part of any decision is having poor data on what might happen next. "I worked with Alex and Ben in Number 10 and I know that this is a team combining serious technological ambition with a clear sense of public responsibility."

Advertisement The company is co-founded by Alex Cooper, former director of UK Covid-19 testing at 10 Downing Street, and Dr Ben Warner, former chief data adviser to the prime minister and visiting senior fellow at the London School of Economics and University College London. The AI startup hired Leanne Tomasevic earlier this year to lead its insights and strategy function. In a blog announcing the funding, Cooper said: "This funding allows us to grow the business: hire the very best people in commercial, product, engineering and data science; scale our go-to-market; and revolutionise decision making. "We want to keep pushing on the hard problems: more rigorous evaluation across populations and contexts, better accuracy, more transparent research that helps the entire field understand what synthetic audiences can and cannot do."
