Great Oaks High School and Career Center, a tuition-free charter school focused on students who need a "fresh start," is expected to open in Davenport this fall. With the area under a blizzard from Sunday evening to Monday afternoon, some Quad-Cities area schools have canceled classes or moved to e-learning.
