Overview

Horizon Institute for Public Service builds the U.S. government’s technology talent pipeline. Its main offering, the Horizon Fellowship, recruits, trains, and places technology specialists in full-time, fully funded roles at federal agencies, congressional offices, and policy think tanks, with policy-skills training before placement in the Washington, DC area. It is funded entirely by philanthropy and individuals, not government or corporate funds, with seed support from Open Philanthropy and later donations; 2027 salaries range from about $78k for junior fellows to over $190k for senior fellows, plus benefits and stipends. Beyond the fellowship, it runs programs such as the Horizon Career Accelerator and AI policy initiatives to grow tech leadership in public service and address emerging technology policy needs in AI and biotechnology.
