AUC, CAADP-XP4, and CGIAR renew Continental partnership to strengthen knowledge systems at AASW9. Knowledge is increasingly recognized as one of Africa's most valuable agricultural resources, not only for generating innovations, but also for ensuring that proven solutions reach the last-mile users - smallholder farmers - that need those most. Against this backdrop, continental partners have renewed a strategic five-year commitment to strengthen knowledge management as a cornerstone of Africa's agricultural transformation. The African Union Commission (AUC), the CAADP-XP4 Consortium, and CGIAR signed a renewed Knowledge Management Partnership Framework for Agricultural Research for Development (AR4D) in Africa during a high-level session at the 9th Africa Agriculture Science Week (AASW9) and 10th Forum for Agricultural Research in Africa (FARA) General Assembly in Abuja. The framework signals a shift in how knowledge management is viewed across Africa's agricultural research and innovation ecosystem. Rather than serving primarily as a mechanism for documenting and disseminating research outputs, knowledge management is being repositioned as strategic tool for adaptive learning, evidence-based decision-making, innovation scaling, and institutional transformation. The signing took place during a session themed "Knowledge, Learning, and Innovation Systems for Agrifood Transformation in Africa," held on 28 July under AASW9's Sub-Theme 1, "Emerging Agricultural Technologies and Innovations." The event was jointly organized by the AUC, the CAADP-XP4 Consortium - comprising FARA, African Forum for Agricultural Advisory Services (AFAAS), Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), Conseil Ouest et Centre Africain pour la Recherche et le Développement Agricoles (CORAF), and North Africa Agricultural Sub Regional Organization (NAASRO) - alongside CGIAR, German Federal Ministry of Research, Technology and Space (BMFTR)-supported INTERFACES Project, the KM4AgD Community of Practice, and the Agricultural Research Council of Nigeria (ARCN). The renewed agreement builds on the first partnership framework signed during the 8th Africa Agriculture Science Week in Durban, South Africa in 2023. That initial framework concluded in December 2025 after helping establish stronger collaboration among continental institutions working to improve how agricultural knowledge is generated, shared, and applied. Partners said the new 2026-2030 framework aligns with the Kampala CAADP Declaration and the CAADP Strategy and Action Plan (2026-2035), both of which identify knowledge management as an essential pillar for accelerating agricultural transformation across Africa through a continent-wide Knowledge Management Support System. Jointly endorsed the AUC, FARA, AFAAS, ASARECA, CCARDESA, CORAF, and CGIAR, the framework commits partners to strengthening digital and AI-enabled knowledge systems, improving collaboration across institutions, and ensuring that indigenous and local knowledge are valued alongside scientific research. By 2030, the partners envision knowledge management becoming fully institutionalized across AR4D institutions, supported by more accessible continental knowledge infrastructure, and stronger evidence demonstrating how knowledge systems contribute to innovation scaling and institutional change. Beyond the signing ceremony, discussions focused on one of Africa's biggest agricultural challenges: ensuring that innovations move beyond research laboratories to widespread adoption by farmers, agribusinesses, and food system actors. Presenting CGIAR's Scaling for Impact approach, Dr Solomon Gizaw, Head of the Technologies for African Agricultural Transformation (TAAT) Clearinghouse at IITA argued that successful scaling extends far beyond increasing the distribution of technologies. According to Dr Gizaw, scaling requires understanding farmers' realities, strengthening the institutions that support them, building strategic partnerships, and embedding innovations within interconnected food, land, and water systems. He highlighted several examples of CGIAR innovations already making a difference across Africa, including climate-smart and pest -resistant crop varieties, the biocontrol product Aflasafe, digital decision-support tools for fish farmers, youth agripreneur programs, and technology that convert cassava peels into livestock feed. However, he noted that while scientific breakthroughs are essential, achieving sustained adoption at scale remains a greater challenge. A panel discussion moderated by Dr Namukolo Covic, Head of the CGIAR Liaison Office for Africa, explored what is needed to move promising innovations from research into widespread use. Joining the discussion were Professor Lateef Sanni, an academic and agricultural research and post-harvest technology expert, and HarvestField Industries CEO, Dr Abdullahi Ndaruba. Panelists agreed that agricultural transformation cannot be achieved by researchers alone. Instead, stronger collaboration is needed among research institutions, governments, financial institutions, extension services, agribusinesses, farmer organizations, and the private sector. Professor Sanni emphasized that agricultural transformation should no longer follow isolated institutional pathways. Researchers, the private sector, and stakeholders, he said, must co-create solutions across the entire innovation value chain - from research and production to markets and long-term sustainability. He also called for farmers and entrepreneurs to play a more active role in shaping research priorities. Other participants echoed the importance of tailoring knowledge to users' needs. Noting that farmers are more likely to adopt innovations when they receive appropriate information, on expected economic returns and market opportunities. Dr Ndaruba stressed that innovations should be designed with end users in mind from the outset. Adding that researchers should view themselves not only as knowledge generators but also as service providers responding to the needs of farmers and agribusiness entrepreneurs. Dr Ndaruba said, for meaningful adoption to be achieved, technologies should be accompanied by practical information on packaging, commercialization, market access and value chain opportunities. The discussion also featured perspectives from young people. Speaking from the audience, a young farmer challenged stakeholders to ensure that discussions at agricultural conferences translate into tangible outcomes beyond the conference venue. He questioned the administrative hurdles - including proposal and concept note processes - that often prevent young farmers and entrepreneurs from accessing opportunities and called for more practical and accessible pathways to agricultural knowledge, technologies, and support services. The session also provided an opportunity to reflect on progress made under the 2023-2025 Knowledge Management Partnership. The German government-supported Sustainable Land Management for sub-Saharan Africa (INTERFACES) Project pre-launched a knowledge synthesis report highlighting lessons and achievements from implementing the Knowledge Management for Agriculture and Rural Development (KM4AgD) agenda across the continent. The final publication is expected later this year. The renewed partnership framework closes one chapter while opening another - one in which knowledge is treated not merely as information to be stored, but as a strategic asset that connects research, policy, innovation, and practice. As Africa pursues the ambitions of the Kampala CAADP Declaration and the CAADP Strategy and Action Plan, the agreement positions knowledge management as a key enabler of stronger institutions, faster innovation scaling, and more resilient agrifood systems across the continent. CGIAR Board appoints H.E Hailemariam Dessalegn Boshe as its first Chair. CGIAR has appointed former Ethiopian Prime Minister H.E. Hailemariam Dessalegn Boshe as Chair of its Board, with the appointment taking effect from August 1, 2026. Multilateral Organizations The appointment comes as CGIAR strengthens its governance and seeks to expand the reach of science-based innovations aimed at transforming food, land and water systems worldwide. Hailemariam brings extensive experience in agricultural policy reform, multilateral climate negotiations and leadership of research-focused institutions. CGIAR said his appointment marks an important milestone as the organisation works to scale research-driven solutions that improve agricultural productivity, strengthen food security and build resilience. During his tenure as Prime Minister of Ethiopia from 2012 to 2018, Hailemariam oversaw the expansion of agricultural research and extension systems that supported millions of smallholder farmers. He also served as Chairperson of the African Union from 2013 to 2014 and represented African Heads of State and Government as the lead negotiator during the 2015 Paris Climate Change Conference (COP21). Government Since leaving public office, he has continued to champion science-based agricultural development through the Hailemariam & Roman Foundation. His appointment follows a six-month selection process that began under the CGIAR System Council Nominations Committee before being transferred to the CGIAR Board Nominations Committee following its establishment. Commenting on his appointment, Hailemariam underscored the critical role of science in addressing global agricultural and environmental challenges. "Throughout my career, as a lecturer and researcher, Deputy Prime Minister, Prime Minister and board leader, I have worked to connect science with the decisions that shape food, land and water systems and people's lives. That work has never felt more urgent. CGIAR generates the research and the tools that farmers and communities need most, and has the partnerships to take those solutions to scale. I am committed to making sure we deliver on that potential." The CGIAR Board was formally established on June 15, 2026. It comprises the Board Chairs of all 12 CGIAR research centres together with six independent members. The Board is responsible for providing governance and strategic oversight of the CGIAR System Organization. Management Outgoing CGIAR Board Chair, Prof. Roel Merckx, welcomed the appointment, expressing confidence in Hailemariam's ability to guide the organisation during a period of institutional transition and renewed scientific focus. "This is a significant moment for CGIAR. The new Board is well placed, and I am delighted that H.E Hailemariam Dessalegn Boshe will lead it as Chair. Former Ethiopian Prime Minister Hailemariam Dessalegn Boshe has been appointed as the first Chair of the newly established CGIAR Board, with his term set to begin on August 1, 2026. The appointment marks a significant leadership milestone for CGIAR, the global agricultural research partnership, as it strengthens its governance while expanding efforts to tackle some of the world's most pressing food security, climate, and sustainability challenges. Hailemariam brings decades of experience across academia, government, international diplomacy, and agricultural development. Throughout his career, he has been recognized for promoting science-driven policies aimed at improving livelihoods, strengthening food systems, and protecting natural resources. According to CGIAR, his leadership comes at a pivotal time as the organization continues collaborating with partners worldwide to develop science-based solutions that enhance food, land, and water systems while supporting sustainable agricultural development. CGIAR said Hailemariam's extensive background in public service and international cooperation positions him well to guide the organization's strategic direction as it works to address global challenges related to food security, climate resilience, and environmental sustainability. The organization welcomed Hailemariam to his new role and expressed confidence that his leadership will help advance CGIAR's mission of delivering scientific innovations that create lasting benefits for farmers, communities, and ecosystems around the world. AIM for Scale and CGIAR launch scaling partnership. How do promising agricultural innovations move beyond pilots and reach the farmers who need them most? * Rhys Bucknall-Williams * July 15, 2026 How do promising agricultural innovations move beyond pilots and reach the farmers who need them most? The discussion brought together leaders from government, philanthropy, research, finance and implementation to explore one of the most persistent challenges in agricultural development: not whether solutions exist, but how to make them work at scale, through systems that are sustainable, inclusive and able to improve lives. Opening the event, Yaw Nyarko, Professor of Economics at New York University (NYU), NYU Abu Dhabi, and Vice Chair of AIM for Scale's Advisory Panel, set out the central challenge. Agricultural research has generated ideas, evidence and innovations that can improve farmer livelihoods. But the real test is whether those ideas can reach people in practice. "Farmers are waiting for innovations," he said, reflecting on his work with smallholder farmers in Ghana and elsewhere. The task now is to ensure that research-backed solutions do not remain confined to papers, projects or pilots, but translate into real impact. Fatema AlMulla, Senior Specialist of Development at the International Affairs Office at the UAE Presidential Court, described the launch as a milestone in the UAE's work to strengthen global food security through research, evidence and partnership. She noted that AIM for Scale and CGIAR Scaling for Impact share a commitment to translating science into real outcomes for farmers. The partnership brings together CGIAR's decades of agricultural research, global network and new Scaling for Impact platform with AIM for Scale's experience working with governments and multilateral development banks to move evidence-backed innovation into national programs. Together, they are well placed to answer one of the most important questions in development: how to move from solutions that work in pilots to solutions that reach millions of farmers. That ambition is already taking shape in countries including Kenya. Fatema highlighted forthcoming work by AIM for Scale and CGIAR to support Kenya's meteorological services in scaling weather forecasts for farmers, helping them make better agricultural decisions in the face of climate variability. AIM for Scale Program Director Tobi Baedeker and Alliance of Bioversity International and CIAT Senior Scientist Ani Ghosh went on to elaborate that the collaboration in Kenya will focus on strengthening digital advisory systems more broadly. Building on previous CGIAR work, including that of AICCRA - Accelerating Impacts of CGIAR Climate Research for Africa, the aim is to bring together weather, climate, agronomy, soil and fertilizer information and translate it into practical advice that farmers can receive through channels they already use. This means working through national institutions such as Kenya's meteorological services, KALRO, county extension systems, farmer registries, private sector agri-tech partners and organizations with existing farmer networks. Ana Maria Loboguerrero, Director of Adaptive and Equitable Food Systems at the Gates Foundation, placed the partnership in the context of mounting pressure on small-scale farmers. Farmers are facing higher input prices, increasing climate variability, El Niño-related shocks and fewer resources to respond. At the same time, she stressed, solutions do exist. CGIAR and its partners have spent decades generating evidence on climate solutions, improved crops, advisory services and other innovations. But evidence alone is not enough. Ana Maria challenged the partnership to move beyond asking whether a technology can be scaled. Instead, scaling efforts must ask harder questions: for whom does this technology work? Who might be left out? Under what conditions will it succeed? Who will pay? What incentives are needed? And what should be done when evidence suggests the need to adapt, pause or stop? For Ana Maria, the value of the new partnership lies in building a more disciplined bridge between research, government systems, finance, markets and last-mile delivery. Drawing on her experience with AICCRA she emphasized that innovation must be packaged with the right enabling environment: partnerships, institutions, data systems, finance and feedback loops that allow solutions to work in real contexts. She also made a strong call for responsible scaling. Scaling pathways must be clear about benefits and risks, synergies and trade-offs, and possible unintended consequences. They must ask who gains, who may lose, and when evidence requires a change in direction. Above all, she said, the partnership must be gender intentional from the start. Women play a major role in agriculture but continue to face barriers in access to land, finance, information and technology. A scaling pathway that ignores these barriers will not truly scale, and may reinforce the inequalities it is trying to solve. Sandra Milach, CGIAR Chief Scientist, welcomed the partnership as timely and necessary. Across CGIAR centers and partners, she said, there is no shortage of innovation. The challenge is ensuring these innovations benefit the farmers, communities and food systems facing the greatest pressures from climate change. She positioned CGIAR Scaling for Impact as a central part of CGIAR's 2025-2030 research portfolio: a program designed to connect science, partnerships, finance and delivery so that innovations can move through systems and reach scale. Paul Winters, Executive Director of AIM for Scale and Professor at the University of Notre Dame's Keough School of Global Affairs, explained that AIM for Scale focuses on agricultural innovations where evidence shows strong potential, but where adoption has not yet reached the scale needed. Its priority areas include AI-generated weather forecasts, digital advisory services, livestock productivity, soil health and AI for agriculture. Closing the webinar, Timothy Krupnik, Director of CGIAR Scaling for Impact, said scaling must be treated as a discipline. Reach is not the finish line. The deeper question is whether farmers use services to make different decisions on their farms. That focus captures the wider ambition of the CGIAR-AIM for Scale partnership: to move beyond generating more knowledge and toward getting knowledge used - in government systems, investment pipelines, advisory platforms and markets. Its success will be measured not by the number of pilots launched, but by whether millions of farmers can access, trust, use and benefit from innovations that improve resilience, livelihoods and food systems at scale.
CGIAR partners with OPEC Fund to strengthen food security and climate adaptation. CGIAR has signed a cooperation agreement with the OPEC Fund for International Development to support a new Food Security and Climate Adaptation Facility, which will help vulnerable countries build climate-resilient food systems. * CGIAR * June 18, 2026 The Facility will finance projects in climate-resilient agriculture, sustainable food value chains, climate risk management, and rural resilience. CGIAR will act as a strategic technical partner, helping design projects, review proposals, and connect the Facility to national governments and research institutions across its network. The agreement builds on its existing work with development finance institutions to turn research into investment-ready solutions for the communities most exposed to climate change. CGIAR Executive Managing Director Dr. Ismahane Elouafi said: "By bringing together CGIAR's world-class science and the OPEC Fund's catalytic financing and convening power, we can accelerate innovation, scale impact, and transform research into investment-ready solutions for the countries and communities that need them most." OPEC Fund President Abdulhamid Alkhalifa said: "This agreement brings together CGIAR's scientific and technical expertise with the OPEC Fund's financing capacity and country partnerships. Our focus is on developing practical, scalable programs that strengthen food systems, support rural communities and improve climate resilience."
