He previously served as a Senior Executive Service leader at the IRS, directing multi-billion-dollar IT modernisation efforts. Bier has more than 20 years of experience in federal delivery and implementation. She previously held senior roles at Booz Allen Hamilton, leading large-scale IRS modernisation programmes spanning digital services, cloud and cybersecurity.
