Wellpath, Butte County Sheriff's Office, and Oroville Hospital launch innovative Psychiatry Residency Rotation at Butte County Jail. Jul 13, 2026 Wellpath, in partnership with the Butte County Sheriff's Office and Oroville Hospital, announced the launch of a new Psychiatry Residency Rotation Program at the Butte County Jail. The program was commemorated with a ribbon-cutting ceremony on July 1, bringing together leaders from all three organizations celebrating a collaborative effort designed to train the next generation of psychiatrists and enhance behavioral healthcare delivery within the correctional environment. The eight-week rotation places second-year psychiatry residents (PGY-2) at the Butte County Jail, where they will observe and participate in clinical activities alongside Wellpath medical and behavioral health professionals to gain firsthand experience in correctional psychiatry. Under appropriate supervision, residents will participate in psychiatric evaluations, crisis intervention, suicide risk assessments, treatment planning, stabilization services, and interdisciplinary collaboration with custody, nursing, and mental health teams. The program provides residents with exposure to a unique and growing area of medicine while helping them develop the clinical judgment, systems awareness, and forensic knowledge necessary to care for complex patient populations. "This residency partnership represents an exciting opportunity to invest in the future of psychiatric care while serving the needs of our community," said Kathy Rodriguez-Abbot, Regional Director of Operations at Wellpath "By bringing residents into a correctional healthcare setting, we are providing invaluable real-world experience that cannot be fully replicated in a traditional clinical environment. At the same time, we are helping future physicians better understand the unique challenges and opportunities associated with caring for individuals in custody." The program combines Wellpath's correctional healthcare expertise with academic oversight from Oroville Hospital and operational support from the Butte County Sheriff's Office. Throughout the rotation, residents will receive clinical supervision from attending psychiatrists, engage in case reviews and didactic learning, and gain exposure to forensic psychiatry principles, special populations, competency considerations, risk management, and collaborative models of care. The initiative reflects a shared commitment among all partners to improve psychiatric education, strengthen workforce development, and advance access to high-quality behavioral healthcare services throughout the region. "This partnership creates an exceptional learning environment for our psychiatry residents by exposing them to the complexities of correctional mental healthcare under the guidance of experienced clinicians," said Dr. Lynne Pappas, Psychiatry Residency Program Director at Oroville Hospital. "Caring for individuals in custody requires strong clinical judgment, compassion, and collaboration across multiple disciplines. Through our partnership with Wellpath and the Butte County Sheriff's Office, residents gain invaluable experience serving a vulnerable population while developing the skills needed to become thoughtful, well-rounded psychiatrists. We are proud to be part of an innovative program that advances psychiatric education, strengthens our local behavioral health workforce, and ultimately improves care for our community." Butte County Sheriff Kory Honea added, saying, "One of my priorities as Sheriff has always been to ensure that individuals in our custody receive appropriate medical and mental health care. This collaboration with Oroville Hospital and Wellpath is a forward-thinking investment in both patient care and the future of psychiatry. By bringing psychiatric residents into the jail under the supervision of experienced physicians, we are expanding access to care for a population with significant mental health needs while helping train the next generation of psychiatrists. I believe this is a groundbreaking partnership, and I hope it inspires similar collaborations throughout the country." Residents will participate in clinical activities under the supervision of attending psychiatrists and in accordance with applicable laws and regulations, accreditation standards, facility policies, and program requirements.

She also served as Special Advisor to the Secretary of CDCR, where she worked closely with the Secretary on major CDCR initiatives. In 2017, she was named the CDCR Rehabilitative Services Professional of the Year. Ben Slocum, Wellpath's CEO, noted "We could not have made a better choice to focus more closely on the individual needs of our California partners, nor a better choice in Jessica to lead this new operating division. If California was a country, it would have the 4th largest economy in the world; the legacy of our entire industry began in California and it is only proper and just that we continue to serve that legacy with a division and a leader focused solely on the State and the needs of our California custody partners." The California Forensic Medical Group[i], a Wellpath affiliate, founded by Taylor Fithian, M.D., was the birthplace of modern correctional medicine more than 40 years ago. Wellpath's collective experience in the Golden State over those 4 decades gives the Company superior understanding of this complex and diverse market. Jessica Mazlum stated "It is an honor and a privilege to serve in this new and important role in my home state. I look forward to collaborating closely with our Sheriffs, County Commissions, Departments of Health, and the men and women who work daily in California's many correctional facilities to help rehabilitate their inmates and return them to a better future." Wellpath today also announced the transition of the Chief Operating Officer role as Cindy Watson, Wellpath's COO, has accepted a new position outside of the correctional healthcare space.
