Requirements
  • A bachelor's degree in Business, Project Management, Public Administration, or a related field is required; equivalent experience may substitute.
  • At least 5 years of experience managing federal government contracts or projects, with accountability for delivery quality, scope, schedule, and financial performance.
  • Experience leading client-facing federal engagements, including managing contracting officer's representative and contracting officer relationships, producing required deliverables, and maintaining contractual compliance.
  • Proficiency in risk management, change control, and proactive escalation practices in a federal delivery environment.
  • Familiarity with federal compliance requirements, including Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Health Insurance Portability and Accountability Act, Controlled Unclassified Information, or agency-specific standards as applicable.
  • Proficiency with project management tools such as Smartsheet, Microsoft Project, or Jira for schedule and resource tracking.
  • Experience drafting governance and system documentation, including standard operating procedures, memoranda of understanding, information sharing agreements, system guides, and user training materials.
  • Familiarity with documentation and collaboration platforms such as SharePoint Online, Confluence, or Teams.
  • Project Management Professional certification is required.
  • Information Technology Infrastructure Library version 4 certification is required; a 30-day waiver may be granted to obtain the certification.
Responsibilities
  • Plan, initiate, and manage information technology projects.
  • Lead and guide the work of technical staff and serve as the liaison between the business and technical aspects of projects.
  • Plan project stages and assess the business implications of each stage.
  • Monitor progress to ensure deadlines, standards, and cost targets are met.
  • Apply expertise to multiple complex work assignments and use originality and innovation to determine how to accomplish tasks.
  • Perform complex tasks with little to no supervision at Level IV and potentially supervise others.
Desired Qualifications
  • Experience supporting cybersecurity and large enterprise implementation projects.
  • Foundational knowledge of Zero Trust and Identity, Credential and Access Management systems.
  • Experience with federal timekeeping and financial systems such as Unanet or equivalent.
  • Experience in federal health agency environments, including the Department of Veterans Affairs, Defense Health Agency, Bureau of Medicine and Surgery, or Department of Health and Human Services.
  • Agile or Scaled Agile Framework certification or demonstrated experience with agile delivery methodologies.
  • An active and current federal security clearance.
