Requirements
  • A minimum bachelor's degree in Lab Science is required, along with registration by a national registry such as American Medical Technologists or the American Society for Clinical Pathology.
  • At least two years of laboratory training or experience in a non-waived specialty or subspecialty of service is required.
  • At least two years of supervisory experience is required.
  • A Basic Life Support certificate is required.
  • The role requires verbal and written technical communication in English.
  • The role requires knowledge of laboratory policies and procedures for specimen handling and processing, test analysis, reporting, and maintaining patient test-result records.
  • The role requires knowledge of laboratory quality-control policies and state and federal laboratory regulations.
  • The role requires knowledge of infection-control policies and procedures and policies regarding reporting and releasing protected health information.

Responsibilities
  • Oversee the overall operation of the laboratory and the competency of all laboratory personnel.
  • Maintain compliance with state, federal, and accrediting regulatory requirements.
  • Conduct performance improvement, quality control, and supervision of the Laboratory Department.
  • Provide on-site, telephone, or electronic consultation to the laboratory as needed.
  • Direct no more than five laboratories.
  • Ensure that the physical plant and environmental conditions are appropriate for the testing performed and provide a safe environment from physical, chemical, and biological hazards.
  • Ensure that testing systems provide quality laboratory services throughout the pre-analytic, analytic, and post-analytic phases of testing.
  • Ensure that selected test methods can provide quality results and that verification procedures adequately determine accuracy, precision, and other pertinent performance characteristics.
  • Provide consultation to laboratory clients regarding the quality and interpretation of test results in relation to specific patient conditions.
  • Ensure that an approved procedure manual is available to all personnel.
  • Ensure that laboratory personnel perform test methods as required for accurate and reliable results.
  • Interview, hire, evaluate, and counsel laboratory staff.
  • Employ sufficient laboratory personnel with appropriate education, experience, or training to provide consultation, supervision, and accurate testing and reporting.
  • Ensure that personnel have appropriate education and experience, receive training for the type and complexity of services offered, and demonstrate competency before testing patient specimens.
  • Establish policies and procedures to monitor personnel performing pre-analytical, analytical, and post-analytical testing phases and verify competency in specimen processing, test procedures, and prompt and proficient reporting of test results.
  • Identify needs for remedial training or continuing education to improve testing skills.
  • Provide a written list of each laboratory individual's responsibilities, authorized activity level, supervision requirements, and consultant or director review requirements.
  • Enroll the laboratory in an approved proficiency-testing program.
  • Ensure that proficiency-testing samples are tested in the same manner as patient samples and that results are returned on time.
  • Ensure that proficiency-testing results are reviewed by appropriate staff and that corrective action plans are followed for unsatisfactory results.
  • Ensure that proficiency-testing samples are performed according to COLA and CLIA regulations prohibiting specimen referral and communication of results.
  • Establish and maintain quality-control and quality-assessment programs to identify failures in quality.
  • Establish and maintain acceptable analytical-performance levels for each test system.
  • Ensure remedial actions are taken and documented when significant deviations from established performance characteristics are identified, and report patient results only when the system is functioning properly.
  • Operate and maintain clinical analyzers.
  • Resolve technical problems and ensure remedial actions are taken when test systems deviate from established performance specifications.
  • Identify training needs and ensure testing personnel receive regular in-service training.
  • Evaluate the competency of all testing personnel on an ongoing basis.
  • Evaluate and document the performance of testing personnel at six and twelve months during the first year and annually thereafter, with reevaluation when test methodology or instrumentation changes.
  • Monitor quality control for patient testing and generate and distribute patient test-result forms.
  • Adhere to laboratory quality-control requirements for all patient testing.
  • Identify problems affecting test performance and follow established corrective-action policies and procedures when test systems are outside accepted performance levels.
  • Assess and verify the validity of patient test results by evaluating quality-sample values before reporting results.
  • Participate in committees, meetings, in-service training, quality-improvement programs, hospital and departmental projects, and other assigned activities.
  • Review all test results for completeness and accuracy.
  • Review and transmit department patient charges in compliance with policies and procedures.
  • Maintain acceptable standards of patient treatment and accurately and promptly implement provider orders.
  • Maintain confidentiality of hospital and patient information and ensure a safe patient environment.
  • Implement and ensure compliance with departmental safety policies and procedures.
  • Maintain required certifications and continuing-education requirements.
  • Support the Administrator as part of the leadership team.
  • Participate in strategy formulation, strategic-plan execution, strategic process improvements, and communication of strategies to stakeholders.
  • Analyze department performance, trends, and existing or new regulatory requirements and their impact on department operations.
  • Develop, review, revise, and enforce policies, procedures, quality-assurance requirements, and hospital or state requirements.
  • Plan, direct, and coordinate technical functions and ensure quality work.
  • Act as liaison between the laboratory, patients, departments, Administration, providers, and the community.
