Requirements
  • A bachelor's degree in accounting, finance, or a related field from an accredited college or university is required.
  • At least five years of previous accounting experience is required, including at least two years in a management role.
  • Knowledge and proficiency in generally accepted accounting principles and practices are required.
  • Working knowledge of professional accounting methods, procedures, and terminology is required.
  • Proficiency with financial operations platforms including Bill.com, QuickBooks, and Microsoft Office products is required; advanced or expert proficiency with Excel and QuickBooks is expected.
  • Familiarity with governmental accounting and related practices, principles, and reporting is required.
  • Proficiency in managing and applying internal financial controls and complying with established financial policies, procedures, and practices is required.
  • Experience with fund accounting practices and procedures is required.
  • Experience with accounts payable and accounts receivable, accruals, and processing and remitting 1099 forms is required.
  • Ability to analyze financial data and prepare and present accurate reports in a timely manner is required.
  • Ability to identify and resolve problems, gather and analyze information, and develop alternative solutions is required.
  • Ability to direct and manage department staff, set goals, monitor outcomes, and manage department resources effectively is required.
  • Supervisory and leadership skills, including the ability to manage, train, assign, and develop staff, are required.
  • Ability to read, comprehend, and adhere to departmental and company rules, instructions, regulations, policies, and safety procedures is required.
  • Ability to establish and maintain effective working relationships with direct reports, the Board of Directors, staff, departments, customers, and vendors is required.

  • Accuracy, thoroughness, quality improvement, staff-performance feedback, and development of reasonable action plans are required.
  • A valid state driver's license is required upon hire.
Responsibilities
  • Oversee accounting and accounts payable activities, including purchase order processing, invoice processing and coding, petty cash management, stop-payment and void-check requests, documentation and authorization verification, financial-platform processing, 1099 preparation and remittance, and accounts payable reporting.
  • Resolve payment issues with vendors and customers and coordinate with other departments to resolve invoice discrepancies and ensure timely vendor payments.
  • Maintain the Authority's general ledger by preparing journal entries and financial transactions for revenues, expenditures, assets, and liabilities.
  • Perform general ledger imports and journal-entry processing in integrated accounting platforms, verify imported data, and resolve discrepancies before posting.
  • Record and review monthly parking-operation revenue, including journal entries for transient parking activity and pay-station receipts.
  • Provide financial administrative support to management, including preparing and presenting financial reports at Board meetings and preparing reports for external agencies.
  • Perform daily and monthly account reconciliations for ACH and cash transactions, credit-card activity, and accounts receivable balances across integrated accounting systems.
  • Reconcile accounts receivable balances between the general ledger and aged receivable reports and coordinate corrections for prior-period adjustments and posting discrepancies.
  • Record and reconcile monthly general-ledger activity for outside operators, maintain individual receivable and liability accounts, and verify remittances against outstanding balances.
  • Assist with monthly, quarterly, and annual closing activities and work with outside auditors.
  • Prepare memoranda, letters, and other correspondence for customers and vendors and assist Authority staff with daily financial activities.
  • Participate in pre-employment interviews and make hiring recommendations as needed.
  • Review time and leave reports for assigned staff.
  • Train or oversee subordinate training, provide performance feedback, and review procedures.
  • Conduct staff meetings and provide instructional materials and updates.
  • Prepare and review performance appraisals and discuss them with subordinates.
  • Counsel employees regarding performance or policy violations and document actions according to established procedures.
  • Recommend disciplinary action as needed.
  • Perform other related tasks and duties assigned by management.
