Requirements
  • A bachelor's degree in Civil Engineering or a related field is required.
  • A Professional Engineer license in Washington and Oregon is required within six months of employment.
  • At least 12 years of progressive traffic engineering experience, including project management responsibilities, is required.
  • Demonstrated experience delivering traffic engineering projects for local agencies and/or state Department of Transportation clients is required.
  • Proven business development experience, including developing client relationships, pursuing new work, and supporting proposal efforts, is required.
  • Strong knowledge of the Washington State Department of Transportation, Oregon Department of Transportation, Manual on Uniform Traffic Control Devices, and local agency design standards is required.
  • Strong communication, leadership, and client management skills are required.
Responsibilities
  • Serve as senior technical lead on cumulative project totals exceeding $1 million annually.
  • Contribute to successful business development exceeding $750,000 annually.
  • Lead the planning, analysis, and design of traffic engineering projects for local agencies, municipalities, and state Department of Transportation clients.
  • Manage projects from proposal through design and construction, ensuring successful delivery on schedule and within budget.
  • Prepare and oversee traffic operations studies, corridor studies, intersection evaluations, and safety assessments.
  • Support private development clients by preparing Traffic Impact Analyses and other traffic engineering studies for private development land-use applications.
  • Perform and review traffic modeling and operational analyses using Synchro/SimTraffic, Highway Capacity Software, and other traffic analysis software.
  • Lead the design of traffic signals, signing and striping, temporary traffic control, and Intelligent Transportation Systems improvements.
  • Develop and maintain client relationships while identifying and pursuing new business opportunities throughout Southwest Washington and the Portland metropolitan area.
  • Support business development through proposal preparation, interviews, presentations, and strategic pursuits.
  • Mentor junior engineers and provide technical leadership to project teams.
  • Coordinate with clients, agency staff, and multidisciplinary teams to deliver transportation solutions.
Desired Qualifications
  • Experience with the Washington State Department of Transportation, Oregon Department of Transportation, City of Vancouver, Clark County, or other Pacific Northwest transportation agencies.
  • Proficiency with Synchro/SimTraffic, Highway Capacity Software, VISSIM, AutoCAD Civil 3D, MicroStation/OpenRoads, or similar traffic engineering software.
  • Existing relationships with public agency clients in Southwest Washington and the Portland metropolitan area.
  • Experience leading multidisciplinary transportation projects and mentoring engineering staff.
