Requirements
  • A Bachelor’s Degree and/or Master’s Degree in either Management, Business Administration, Computer Science, Mathematics, Engineering or related discipline with five years of experience in management of enterprise projects similar in scope; or Bachelor’s Degree in a related discipline with eight years of experience in the management of similar projects or programs.
  • Good understanding of Business Analysis and Management Support frameworks including Six Sigma, PMMP, ITGC, COSO, COBIT, ITIL, NIST, FISMA, A123, ISO 27000, SOX 404 and CFOA.
  • Must have proficiency in the most current Microsoft Office Suite (Word, Excel, and PowerPoint) software versions.
  • Must have strong communication skills, both oral and written.
  • Must have experience dealing with senior level internal and/or client personnel.
  • The Application Systems Analyst I shall have the ability to provide guidance and direction for multiple enterprise programs in implementing business process development, business re-engineering, and strategic business projects.
  • The capability to manage programs of high complexity and to direct the completion of multiple projects within estimated timeframes and resource constraints.
  • The Professional requirement to serve as a key personnel engagement team member.

Responsibilities
  • Performs analysis, design, coding, and testing for system software components, databases, and applications possessing a wide range of capabilities (e.g., engineering, business, and records management functions); develops requirements and technical specifications; prepares program and customer-level documentation; assists senior analysts in preparing input and test data for the proposed system; and enhances and maintains software.
  • Analyzes existing systems for documenting as-is system analysis and makes recommendations to future designs.
  • Transitions system development from business to system use cases.
  • Typically required to work as a team member under the supervision of direction of senior personnel.
  • Has experience in the specific analysis and programming discipline(s) described in an actual TA.
  • Creates, assesses performance measurements and maintains a comprehensive knowledge of the IT industry, business processes and procedures.
  • Has extensive experience in project management and other disciplines as described in an actual TA proposal.
  • Conducts process mapping sessions and identifies key control points to be tested.
  • Provides guidance and direction for multiple enterprise programs in implementing business process development, business re-engineering, and strategic business projects.
  • Manages programs of high complexity and directs the completion of multiple projects within estimated timeframes and resource constraints.
  • Demonstrates leadership and teamwork with strong communication, program/project management, Business Analysis and Management Support and Software Development Life Cycle, process/procedure, documentation and interpersonal skills.
