Requirements
  • A Bachelor's degree from an accredited college or university in Engineering, Computer Science, Business, Information Systems, or a related discipline is required.
  • At least 5 years of project management experience is required.
  • At least 5 years of experience managing IT-related projects is required, including leadership in at least 3 successful projects delivered on time and on budget.
  • At least 5 years of information system design and development experience using one or more general-purpose programming languages, such as JavaScript and Java, is required.
  • Knowledge of system integration using Application Program Interface (API) management technologies, RESTful API platforms, API design, and development in cloud and on-premise environments is required.
  • Experience in relational database management systems (RDBMS) and NoSQL database development, with strong fundamentals in algorithm design, problem-solving, and complexity analysis, is required.
  • At least 5 years of experience managing an Agile Scrum team with developers, testers, and DevOps teams using Agile processes and practices is required.
  • Experience working with public agency interfaces is required.
  • At least 5 years of programming experience in Java, JavaScript, JBOSS Fuse, and AngularJS is required.
  • Experience in health and human services domains, such as eligibility, enrollment, Medicaid, child welfare, and child support systems, is required.
  • Experience building complex software systems with one or more general-purpose programming languages is required.
  • Knowledge of best practices for the full Agile software development life cycle (SDLC), including coding standards, code reviews, source control management, build processes, testing, and operations, is required.
  • Integration experience with financial management systems is required.
  • Experience in at least two of the following areas is required: web application development, mobile application development, information retrieval, developing large software systems, or security software development.
  • Industry certifications or licenses are required.
Responsibilities
  • Define project scope and schedule while focusing on regular and timely delivery of value.
  • Organize and lead project status and working meetings.
  • Prepare and distribute progress reports.
  • Manage risks and issues, correct deviations from plans, and perform delivery planning for assigned projects.
  • Define and develop initiatives for continuous business process improvement and monitoring.
  • Manage the team in making business decisions related to system implementation, modification, and maintenance.
  • Develop and update business process documentation for testing and training management.
  • Define and manage a project management process and champion ongoing process improvement initiatives to implement Agile project management best practices.
  • Deliver an Agile transformation plan to move from the current state to a desired state.
  • Use standard project performance metrics to assess and evaluate the program.
  • Aid implementation and facilitate the use of Agile tools, guidelines, and metrics to achieve a standardized approach to Agile team project execution.
  • Monitor overall cost, control, schedule adherence, and technical quality of work.
  • Prepare and provide technical analysis reports as directed by the Agency to support discussions.
Desired Qualifications
  • A Master's degree or project management certification is preferred.
  • Experience with client-facing communication is preferred.
  • A Federal Agency-issued security clearance is preferred.
