Requirements
  • Minimum 3 years of construction-related project management experience with projects ranging from $2,500 to $150,000 in minor repairs and alterations to commercial office construction
  • Minimum 3 years of experience involved in mechanical, electrical, heating, ventilation, and air conditioning, and general office space construction
  • Comparable Federal Grade Level: GS-12
  • Proficiency with Microsoft Office applications including Excel, Access, Outlook, PowerPoint and Word; proficiency with Adobe Acrobat, data analytic tools, and Visio with the ability to quickly learn other tools as necessary
  • Technical skills: Estimating; Project scheduling; AutoCAD; Specification writing; Submittal review
  • Communication skills including oral and written communication

  • Ability to lead and coordinate project planning and execution; manage customer relationships at all levels; problem solving; prioritization
  • Knowledge of construction drawings and specifications
  • Ability to be in attendance during government core hours 9:00 a.m. - 3:00 p.m. and to work 8:00 a.m. – 4:30 p.m. with a 30-minute lunch; telework possible but fully accessible when teleworking
  • Ability to plan, lead, resource, and build team consensus; manage project scope, schedule, and budget; keep sponsor informed; escalate issues as necessary
Responsibilities
  • Directly manage small projects up to $150k in support of the building repair and alteration program for a field office team
  • Perform customer needs interviews, conduct studies, prepare construction cost estimates, confirm project requirements, develop Scopes of Work, specifications, and plans
  • Serve as hands-on Construction Manager Professional through all project stages (initiation to closeout) in existing buildings and facilities such as multi-tenant office buildings, laboratories, warehouses, underground cave office and archival space, computer facilities, courthouses and historic buildings
  • Coordinate with multiple trade Contractors, General Contractors, professional Services Contractors, and other specialist Contractors as required to support design and construction activities
  • Plan for and carry out projects independently with granted authority to act on own initiative; Contracting Officer has the ultimate authority
  • Lead the project team to achieve project objectives throughout the project lifecycle; plan, lead, communicate, resource, and build team consensus and participation
  • Keep the Field Office Director informed of progress and any issues or controversial matters with an overall standpoint on effectiveness in meeting project requirements
  • Maintains project rhythm with meeting minutes and agendas; motivates project team; mentors project team toward broader understanding; maintains clear roles; channels conflicts constructively; listens to others; delivers clear and concise messages; secures approvals when needed
