Requirements
  • A bachelor's degree in architecture, engineering, or another related discipline aligned with AECOM's business lines and the needs of the NAVY/NAVFAC client.
  • At least 12 years of experience working with United States federal government agencies on architect-engineering programs, including at least 4 years of leadership experience, or demonstrated equivalency of experience and education.
  • United States citizenship is required.
  • Travel throughout the continental United States and some overseas travel is required.
Responsibilities
  • Drive sustainable and reproducible account growth for the NAVY/NAVFAC account, with emphasis on the Navy's Pacific and West Regions.
  • Identify external marketplace drivers and determine where to allocate resources and investment dollars for growth.
  • Conduct competitor and small business/small disadvantaged business analyses.
  • Coordinate with AECOM regional business lines and business line leaders.
  • Develop account plans and opportunity targets based on market conditions and client acquisition strategies.
  • Establish growth goals with business line leaders and flow goals down to regional engagement teams.
  • Monitor and support sales opportunities, keep regional executives informed, and improve portfolio quality across regions and business lines.
  • Maintain monthly or more frequent situational awareness of account performance and align bookings and pipeline with monthly projections.
  • Review and update the Salesforce pipeline weekly and ensure capture plans exist for all major pursuits.
  • Assist with teaming and negotiations, coordinate with Federal Business Services and Marketing, de-conflict issues among business lines, facilitate risk-management sign-offs and pricing and proposal reviews, and own major proposals.
  • Monitor program manager performance against contract capacity and oversee subcontractor positions and non-productive relationships.
  • Lead and manage key relationships with NAVY/NAVFAC regions, engineering commands, and research and development centers.
  • Coordinate cross-agency opportunities with Air Force and Army client account managers and oversee corrective actions and recoveries to ensure client satisfaction.
  • Serve on joint-venture boards for larger programs and work with Federal Business Services to ensure Federal Acquisition Regulation compliance.
  • Review contract performance assessment reports and rebuttals and communicate regularly with major program managers.
  • Serve as ombudsman for identifying and de-conflicting organizational conflict-of-interest issues, preferably at the go/no-go stage.
  • Maintain account-level focus-group communications, report year-to-date status against goals and account metrics, and communicate progress to leadership.
  • Promote the AECOM brand, encourage professional activities and paper development, build the Department of War team of teams, and communicate the vision and team accomplishments.
  • Maintain human-resources requirements for assigned staff and develop and negotiate goals for each staff member.
  • Manage client relations, market analysis, strategy development, positioning, capture, and NAVY/NAVFAC contract management, primarily across the NAVFAC Pacific area of operations.
  • Develop and execute strategic and client account plans to achieve annual targets and grow the program year over year.
  • Advocate for AECOM Navy programs providing professional technical services, including foreign military sales, military construction and sustainment, architect-engineering design, master planning, environmental services, energy performance services, construction management, and construction quality assurance.
Desired Qualifications
  • A master's or PhD degree in architecture, engineering, or another related discipline aligned with AECOM's business lines and the needs of the NAVY/NAVFAC client.
  • Professional Engineer or Architect registration, such as PE or AIA.
  • Achieved the rank of Navy Civil Engineer Corps Captain or higher.
  • Knowledge of per- and polyfluoroalkyl substances.
  • Brooks Act procurement experience.
  • Energy Performance Services experience.
  • Waterfront design and construction experience.
  • Airfield design and construction experience.
