Requirements
  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or United States Army Corps of Engineers projects, or 10 years of verified foreman experience in concrete, mechanical, electrical, masonry, or carpentry on commercial, industrial, or military projects; residential experience does not qualify.
  • Must complete the United States Army Corps of Engineers Construction Quality Management certification.
  • Ability to remain stationary for extended periods and use computers, telephones, and other office equipment.
  • Ability to move throughout offices, facilities, and project sites; reach, grasp, handle equipment, and operate controls.
  • Ability to communicate effectively and review documents, equipment, and site conditions.
  • Ability to lift and carry materials or equipment weighing up to 50 pounds when required by the assignment.
  • Ability to stand or walk for extended periods and occasionally climb, kneel, or crouch.
  • Ability to navigate uneven or rough terrain when required.
  • Ability to work indoors and outdoors in varying weather conditions.
  • Ability to occasionally enter confined spaces or work at heights when required.
  • Ability to wear required personal protective equipment.
  • Ability to work in environments that may include noise, dust, fumes, chemicals, electrical hazards, construction activity, or other site-specific conditions.
Responsibilities
  • Provide overall coordination of the construction quality management program for assigned projects.
  • Review and provide recommendations toward approval of the contractor quality control plan in conjunction with the Construction Manager.
  • Attend selected quality control, preparatory, and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
  • Provide relevant remarks on Government Quality Assurance reports or the identified section of contractor quality control reports, particularly on critical, definable features of work.
  • Take, file, and distribute progress photos.
  • Validate the quantity, condition, and approval of materials on site before the Government issues invoice payments.
  • Coordinate support to review and witness successful testing and commissioning or certification of critical mechanical, electrical, fire and life safety, fire protection, roofing, and underwater systems.
  • Assure quality workmanship in accordance with specifications and industry standards for concrete, masonry, stucco, building envelope, structural steel, bolting, welding, and other building materials and structural systems.
  • Attend or witness selected tests and review all applicable test reports and results.
  • Keep the Government sponsor advised of the status of projects under the role's administrative and technical control while independently planning and carrying out the assignment.
