Requirements
  • A bachelor's degree in social work, social services, healthcare, or a related field is required.
  • Prior healthcare compliance or corporate compliance experience is required.
  • Proficiency in Microsoft Office software, including Excel, Word, Outlook, and PowerPoint.
  • Knowledge of Continuous Quality Improvement Methodology.
  • Extensive understanding of corporate compliance and ethics, HIPAA, and OMIG regulations.
  • Ability to review and interpret regulations governing the multiple programs operated by the organization.
  • Experience conducting investigations, curriculum development, and leading training initiatives.
  • The work schedule may vary based on agency needs.
  • Ability to travel between the Staten Island and Brooklyn sites may be necessary.
Responsibilities
  • Cultivate a culture in which corporate compliance and ethical behavior are integrated into the organization.
  • Collaborate with the Quality Assurance/Quality Improvement Director – Compliance Officer and Senior Management to develop, modify, and implement policies and procedures consistent with current City, State, and Federal regulations and the organization’s mission, vision, values, and Standards of Conduct.
  • Support an effective compliance program designed to promote adherence to legal and ethical obligations and prevent, detect, and correct noncompliance.
  • Assist leadership in establishing methods to improve the efficiency and quality of services and reduce the agency’s vulnerability to fraud, waste, and abuse.
  • Implement and update the Compliance Work Plan under the direction of the Compliance Committee, at least annually or as necessary, to monitor key agency activities and reflect organizational needs and changes in laws and policies/procedures of the New York State OMIG, the New York State Department of Health, and other governmental agencies.
  • Propose methodologies and, upon approval, conduct or coordinate internal compliance reviews to monitor activities and identify compliance risks; ensure reporting and follow-up are completed timely, and collaborate with the Compliance Committee and Agency Leadership to address potential infractions.
  • Monitor the availability and use of Compliance and Ethics Program reporting systems, including anonymous reporting, and respond to concerns, complaints, and questions; encourage reporting of suspected fraud and other improprieties without fear of retaliation.
  • Investigate compliance and ethics complaints in collaboration with the Quality Assurance/Quality Improvement Director – Compliance Officer, report findings, develop corrective action with Agency Leadership and the Compliance Committee, and monitor corrective action or improvement plans through resolution.
  • Support the Internal Compliance Committee and Annual Compliance Committee Charter to ensure ethical and responsible business practices, effective systems, processes, and procedures, and necessary corrections to the compliance program.
  • Provide quarterly or more frequent performance reports to the Quality Assurance/Quality Improvement Director – Compliance Officer for submission to the Chief Executive Officer, Board of Directors, and Quality and Compliance Committee on progress in adopting, implementing, and maintaining the Compliance Program.
  • Deliver educational and training programs on the elements and operation of the compliance program.
  • Communicate that employees, management, Board members, contractors, and vendors must follow standards of conduct and ethics, refuse unethical or illegal conduct, and report suspected violations of the plan, laws, regulations, or agency policy to Agency Management or the Compliance Officer.
  • Periodically review, with the Quality Assurance/Quality Improvement Director – Compliance Officer, whether Business Associates comply with applicable regulations, including those concerning confidentiality of client records.
  • Work with Human Resources to check employees and independent contractors monthly against the List of Excluded Individuals/Entities (LEIE) and the New York State OMIG exclusion database.
  • Work with Human Resources and Agency Leadership to monitor and maintain employee and independent contractor licensure and credentialing requirements, and ensure licensed professionals meet applicable regulatory, contractual, and programmatic standards and remain eligible to provide services within SSCF programs.
  • Participate with the Board of Directors and Compliance Committee in auditing the compliance program’s effectiveness and support creation of compliance best practices.
  • Perform other duties and responsibilities as assigned within the scope of the position.
Desired Qualifications
  • A master's degree is preferred.
  • Prior experience in a child welfare nonprofit is a plus.
