What believers are saying

  • Dallas ISD's $6.2 billion bond program should drive multi-year PMO and controls demand.
  • Edmond's 40,000-connection lead-pipe program and MTA Hudson Line design win expand 2026 backlog.
  • Recent rail systems hires and the CHAMPS acquisition position STV for electrification and resilience spending.

What critics are saying

  • STV depends on public owners like MTA, Dallas ISD, and Edmond for 2026-2037 revenue.
  • Fixed-fee megaproject work will compress margins when scopes change, especially before 2029 construction starts.
  • CHAMPS integration can distract leadership while transit and education commissions stay politically and budgetarily fragile.

What makes STV unique

  • STV sells integrated rail, water, and program-controls execution, not standalone design.
  • Its 2026 hires deepen CBTC, signaling, and project-controls expertise for complex public megaprograms.
  • CHAMPS acquisition adds substation engineering, expanding STV beyond transportation into utility power.

STV, City of Edmond launch lead pipe replacement initiative.

STV, City of Edmond launch lead pipe replacement initiative. Published September 24, 2026 The program covers 40,000 water supply connections serving approximately 100,000 residents. OKLAHOMA CITY, OK - STV today announced the City of Edmond, Oklahoma, has selected the firm to lead a program to replace aging lead pipes and protect drinking water under the EPA's 2024 final Lead and Copper Rule Improvements (LCRI). The program will cover 40,000 water supply connections serving nearly 100,000 residents and will be conducted over a three-year period starting in 2026. Building on the city's service line inventory completed in October 2024, STV and teaming partner Carollo Engineers will develop replacement plans, update sampling programs and advance public education efforts. The team will use advanced GIS mapping and predictive modeling to prioritize areas based on pipe age, materials, neighborhood characteristics and historic water quality data, among other factors. "Edmond is taking decisive action to protect public health and its water system," said John Bannen, water/wastewater senior operations manager at STV. "This initiative goes beyond replacing pipes and reflects a commitment to transparency, trust and long-term water safety." LCRI requires cities to begin replacing old lead pipes that connect homes and businesses to the water system by 2027 and be completed by December of 2037, as these pipes can allow harmful metals into drinking water, a risk especially dangerous for children. With more than 80 childcare facilities and 27 schools in Edmond's service area, updated sampling plans will include stricter monitoring protocols for homes, schools and childcare facilities to ensure compliance and protect vulnerable populations. STV will also develop a replacement plan designed to minimize disruption in historic neighborhoods and underserved areas. STV will also lead a comprehensive public engagement program that includes proactive communication with affected households, coordinated outreach to schools and childcare facilities as well as regular updates on inventory status and replacement schedules. Residents will have access to multilingual resources, neighborhood workshops and a digital portal for real-time updates. This work positions Edmond to meet EPA's LCRI deadlines to submit its replacement plan by 2027 and complete all lead service line removals by 2037. Supported by federal funding through the Infrastructure Investment and Jobs Act (IIJA) and additional allocations from Oklahoma's Drinking Water State Revolving Fund, the initiative ensures cost-effective implementation for taxpayers. For more than 45 years, STV has delivered integrated management strategies for water, wastewater, water resources and resource recovery projects for clients nationwide and is ranked 18th for Water Transmission Lines and Aqueducts in Engineering News-Record's Top 500 Design Firms. Key projects include the Second Atoka Pipeline in Coalgate, OK, the award-winning Vista Ridge Regional Supply Project in San Antonio, Texas; the Owasso Wastewater Treatment Plant in Owasso, Oklahoma; the Walnut Hill Pump Station in Dallas, Texas and the Red Hook Wastewater Resource Recovery Facility in New York City. MTA awards $19.7 million design contract for Hudson Line flood protections.

MTA awards $19.7 million design contract for Hudson Line flood protections. * September 24, 2026 4:05 AM * Staff Report The Metropolitan Transportation Authority has awarded a $19.7 million design contract for work intended to protect a vulnerable stretch of Metro-North's Hudson Line from flooding, runoff and mudslides. The planned improvements would cover rail infrastructure between Spuyten Duyvil and Hastings-on-Hudson, including a segment used by 25,000 Metro-North riders on a typical weekday. Gov. Kathy Hochul announced the award during Climate Week. It advances a $270 million project within a broader $800 million Hudson Line resilience effort in the MTA's 2025-2029 capital plan. The contract pays for design, not completed construction; the MTA expects construction to begin in 2029. The project reaches beyond New York City into the lower Hudson Valley. The line runs along the Hudson River, with steep slopes to the east. Heavy rain can send water and debris toward the tracks, while high tides and coastal flooding threaten the shoreline side. The MTA said recent floods and mudslides have disrupted service on the corridor, which also carries Amtrak and freight trains. Geographic Reference Drainage, slopes and shoreline in the design. The design work will address retaining walls and slopes, expand culverts and drainage along the tracks, rehabilitate shoreline structures and consider flood protection for tracks where feasible. Those are different defenses for different sources of water: runoff from the slopes, river-side flooding and drainage failures along the right of way. Discover more News Article Syndication Engineering firms STV and WSP will carry out the design as a joint venture. The project will also produce a resilience blueprint to guide future investments elsewhere on the Hudson Line, according to the governor's office. The MTA tied the work to vulnerabilities identified in its 2024 Climate Resilience Roadmap and repair needs in its 2025-2044 Twenty-Year Needs Assessment. The announcement describes the broader effort as focused on a 20-mile stretch from Riverdale to Croton-Harmon, while the newly awarded design contract centers on the more specific Spuyten Duyvil-to-Hastings-on-Hudson segment. The $270 million project figure is the planned project scope; $19.7 million is the design award. Neither figure means the protective construction has already been finished. MTA Construction & Development President Jamie Torres Springer said the contract is a step toward safeguarding service rather than an end to the line's weather risks. Metro-North President Justin Vonashek said the railroad is taking a series of steps to protect the corridor over time. Earlier work and another project in design. The Hudson Line has already received more than $400 million in resilience work since Superstorm Sandy, the MTA said. That work improved power, communications and signal systems along a 30-mile section from the Bronx to Croton-Harmon. The new project focuses more directly on the physical infrastructure that manages water and stabilizes the rail corridor. Discover more Regional Information Hub Streaming Content Access Local News A separate $20 million project between Glenwood and Greystone stations is also in design. Funded in the state's 2025 budget, it is intended to stabilize steep slopes and improve stormwater infrastructure. Senate Majority Leader Andrea Stewart-Cousins, who helped secure that funding, said the work responds to concerns from communities that depend on the line. Hastings-on-Hudson Mayor Thomas Drake said the design award moves forward protections for riders and communities exposed to runoff and tidal flooding. The MTA has not announced a completion date for the new construction; for now, the engineering work and the expected 2029 construction start are the next stated milestones.
