Assistant General Superintendent

Job Description:

POSITION SUMMARY

The Assistant General Superintendent Utilities (Sewer & Water) supports the General Superintendent in overseeing daily Field Operations. This role ensures work is performed safely and efficiently, in accordance with project specifications, budgets, and schedules. The Assistant General Superintendent works closely with project managers, engineers, subcontractors, and field crews to uphold quality standards, enforce safety protocols, and ensure timely project completion.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

SAFETY

• Actively participates in all safety training sessions. Assists in identifying training opportunities and contributes to the development and delivery of safety content.
• Regularly observes employees and provides feedback to promote and reinforce a behavior-based safety culture.
• Guides crews in maintaining a safe work environment by enforcing company safety policies, OSHA regulations, and other applicable safety standards. Ensures timely, accurate reporting of safety issues in accordance with company policies and procedures.
• Has a thorough understanding of the different types of shields and shoring used in excavations.

QUALITY

• Participates in the bidding and preconstruction process to familiarize oneself with the Owner, Engineer, and Management project expectations.
• Maintains knowledge of local, county, and state rules and regulations related to projects and informs crews on how to act accordingly.
• Stays up to date on construction means, methods, and procedures.
• Ensures all work meets specified quality standards. Inspects fieldwork and materials for quality compliance and reviews the assembly of the manufacturer’s literature and drawings before work begins.

EFFICIENCY

• Provides support to the General Superintendent in identifying projects and personnel with opportunities to improve efficiency.
• Controls costs by efficiently utilizing manpower, equipment, materials, and other resources to minimize expenses. Uses HCSS Heavy Job Software to determine the most cost-effective production standards.
• Supports management of day-to-day field operations, including scheduling and coordinating labor resources, determining material quantities and delivery schedules, maintaining communication among subcontractors, the owner, the site engineer, and others, and ensuring that timecards, logs, estimates, and required reports are completed on time. Oversees crew mobilization and moves. Acts as liaison among clients, project managers, and superintendents. Participates in activities necessary to close each job appropriately.

LEADERSHIP

• Remains informed about progress on all assigned jobs and instructs Superintendents on issues and areas of concern. Ensures proper authorizations are obtained before starting work on extras and change orders. Controls and monitors all change orders and extra work orders to ensure field completion.
• Produces and communicates the Workforce Schedule for projects to keep division crews active and balanced. Tracks project budgets and works to complete projects within the assigned budget.
• Manages field personnel fairly and equitably. Addresses performance issues as they arise. Regularly completes daily reports documenting associates' performance. Oversees team dynamics to maximize productivity, quality, and safety. Supports and participates in safety, skills, and supervisory training. Ensures all crews are properly trained in safety, skills, and supervisory skills where applicable.
• Participates in meetings to discuss project startup and future plans. Prepares for and participates in regular job site meetings throughout the project. Ensures that Leadership is informed of all matters of relative importance.
• Other projects or duties as assigned by management.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Experience: Minimum of five years as a Superintendent overseeing construction projects, preferably in sewer and water construction, or an equivalent combination of experience and education.
• Certifications: OSHA 10-Hour and 30-Hour, Pipelayer’s Card, Excavation Safety Training, Confined Space Entry, Blueprint Reading, and CPR and First Aid—or the ability to obtain them.
• Technical Proficiency: Proficient with Microsoft Office Suite, iPad, and iPhone applications.
• Analytical Skills: Ability to read, interpret, and analyze policies, reports, construction plans, specifications, and legal documents.
• Project Coordination: Strong ability to communicate and coordinate project requirements.
• Communication: Excellent verbal and written communication skills for interacting with employees, clients, and business associates. Must be able to provide clear directions and respond to inquiries or complaints from customers, regulatory agencies, and industry professionals.
• Public Speaking & Presentation: Strong interpersonal skills and the ability to address individuals and large groups, including top management.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Working knowledge of HCSS Software Suites, PlanGrid, and Power BI is preferred, though not required.

SUPERVISORY RESPONSIBILITY:

• Hire, train, coach, develop, and conduct performance reviews for direct reports.
• Plan, document, and deliver meaningful performance feedback, including timely recognition and coaching.
• Address employee performance or conduct concerns promptly and in compliance with company policy
• Ensure new hires are properly onboarded and trained; support cross-training within the department to promote continuous employee development.
• Ensure compliance with applicable federal, state, and local laws, regulations, and company policies

OTHER:

• Position is a Safety-Sensitive position.
• Must be able to pass a pre-employment drug test and a background check.
• Must possess a valid driver’s license and maintain a satisfactory Motor Vehicle Record.
• Position requires 8 to 10-hour workdays and occasional weekends, as needed.
• Requires travel throughout the United States (100% of the time), with more than 80% of the time spent traveling.
• Must be at least 18 years old.
• Union affiliation or willingness to join the union, if necessary.

Frequent climbing stairs, ladders, scaffolding, and other elevated structures. Occasionally required to stoop or kneel. Exposure to moving machinery, loud noises, odors, and dust. Strong vision, including near and far vision, depth perception, and ability to read fine print on blueprints, contracts, and reports.

WORK ENVIRONMENT:

The work environment characteristics described here represent those employees may encounter while performing the essential functions of this job. The employee is exposed to environmental conditions, working near machines, and loud noises associated with construction sites. Exposed to variable weather conditions, including rain, snow, wind, cold, and heat. Also exposed to variable terrain. Exposure to dust, dirt, loud noises, heavy machinery, and construction hazards. Requires the ability to wear and work in personal protective equipment (PPE) such as hard hats, safety glasses, gloves, steel-toed boots, and high-visibility vests for extended periods
