Requirements
  • A high school diploma or GED is required.
  • At least 8 years of experience in construction trades such as carpentry, HVAC, electrical, or plumbing is required.
  • A bachelor's degree in an engineering or construction-related field plus at least 3 years of experience performing or overseeing construction trades work is required, or at least 5 years of independently managing construction-type projects without a degree.
  • Demonstrated experience managing multiple complex construction or repair projects ranging from $100,000 to $3 million is required.
  • Advanced knowledge of construction means, methods, sequencing, and coordination across multiple trades is required.
  • Strong proficiency in developing and maintaining baseline schedules, critical path analysis, and resource-loaded schedules is required.
  • Knowledge of federal, state, and agency-specific construction regulations, including environmental and safety regulations, is required.
  • The ability to lead design reviews, identify constructability issues, and coordinate technical solutions with engineering staff is required.
  • The ability to manage customer expectations and serve as the primary point of contact on medium- to high-complexity projects is required.
  • The ability to prepare, review, and approve scopes of work, technical narratives, and subcontractor proposals is required.
  • The ability to interpret specifications, drawings, and contract documents, and enforce compliance through field inspections, is required.
  • Proficiency with project management and scheduling software such as Microsoft Project, Primavera, Procore, and Bluebeam, as well as Microsoft Office, is required.
  • Strong negotiation skills with subcontractors and vendors are required.
  • The ability to lift 25 pounds and perform routine site walks is required.
  • U.S. citizenship is required.
  • A valid state driver's license is required.
Responsibilities
  • Communicate regularly with government personnel assigned to the project.
  • Support the development of scopes of work and schedules based on customer requirements, pre-bid walkthroughs, and specifications; coordinate weekly schedules with subcontractors.
  • Support the planning, coordination, and execution of construction activities to minimize impacts on customer operations, including preparing and managing air quality, safety, environmental, quality-control, and required project notification plans.
  • Oversee project-related work for compliance with security, quality, safety, environmental, workmanship, schedule, cost, procurement, access, staging, temporary utilities, submittals, requests for information responses, and change order requirements; perform routine field inspections.
  • Review plans, specifications, drawings, and cost estimates to identify errors, omissions, code violations, or potential deficiencies.
  • Collaborate with Environmental, Safety, Health and Quality team members and identify quality-improvement opportunities.
  • Ensure compliance with contract requirements, resolve customer concerns, and escalate issues to the IDIQ Task Order Manager as needed.
  • Maintain customer relations and provide ongoing project status updates through weekly meetings and other communication methods.
  • Participate in project status reviews with customers, subcontractors, and suppliers to resolve issues relating to safety, design, quality, schedule, or profitability.
  • Conduct site visits and develop detailed project notes documenting performance requirements.
  • Track projects using scheduling software for pre-award and post-award deliverables, modifications, baseline schedules, critical path analyses, and other project activities.
  • Participate in project cost-management activities, including calculating and reporting project completion percentages for incremental and final reporting.
  • Establish project budgets and manage work activities to meet financial targets; promptly notify the IDIQ Task Order Manager of expected deviations and mitigation strategies.
  • Provide timely updates to administrative personnel on tracked task-order information.
  • Conduct subcontractor and vendor performance assessments after work completion and government acceptance.
  • Assist in preparing receiving reports and collecting project closeout documentation, including redlines, releases of claims, asset data, and warranties.
  • Work directly with government personnel to obtain completion report approval based on predetermined milestones and overall project completion; facilitate punch-list completion as needed.
  • Provide completion reports to the billing department on time and ensure project invoices are prepared and submitted on time.
  • Assist subcontracting staff in completing subcontractor performance evaluations.
  • Perform other duties as assigned in support of the construction department.
  • Keep the IDIQ Task Order Manager informed of significant issues, risks, and unexpected conditions encountered during project execution.
  • Monitor construction progress to ensure work is completed according to schedule and recommend corrective actions when delays or obstacles arise.
  • Participate in stakeholder meetings to address specifications, site conditions, project progress, work quality, disruptions, request-for-information delays, funding impacts, and other factors that may affect project performance.
  • Support the development and processing of modifications or change orders.
  • Maintain accurate and timely project documentation.
  • Ensure subcontractor invoices, change orders, and progress claims are accurate and supported.
  • Ensure adherence to project budgets and identify cost impacts early.
  • Mentor CS-1 staff members.
Desired Qualifications
  • At least 10 years of progressively responsible construction management or superintendent experience is preferred.
  • A valid Project Management Professional certification and/or Construction Quality Management for Contractors certification, and OSHA-30 certification, are preferred.
  • A trade or Professional Engineer license, or NITC certification in mechanical, electrical, and plumbing, is preferred.
  • Experience leading comprehensive project planning activities, including risk identification, mitigation development, procurement coordination, and stakeholder management, is preferred.
  • Proficiency in advanced project controls, including earned-value tracking, cost forecasting, and schedule-impact analysis, is preferred.
  • Familiarity with indoor air quality standards, environmental permitting, and facility-specific compliance requirements is preferred.
