  • Zoning Inspector I requires a high school GED and four years of experience in zoning inspections, plan review, building construction, real estate, home inspections, architecture, engineering, property management, property maintenance, or another related field.
  • Zoning Inspector II requires a high school GED and five years of experience in zoning inspections, plan review, building construction, real estate, home inspections, architecture, engineering, property management, property maintenance, or another related field.
  • Zoning Inspector II requires certification as a Certified Zoning Official from the Virginia Association of Zoning Officials, or equivalent certification from another state; out-of-state certification holders must obtain Virginia Association of Zoning Officials certification within 18 months of hire.
  • A current and valid driver's license is required.
  • A current Department of Motor Vehicles transcript is required.
  • All employees may be expected to work beyond normally scheduled hours in response to short-term department needs or city-wide emergencies.
  • Employees are expected to work 8 a.m. to 5 p.m., unless an alternate schedule is needed for job functions and approved by the supervisor.
  • Ideal qualifications include International Code Council Certified Zoning Inspector certification or Certified Zoning Official certification from the Virginia Association of Zoning Officials.
  • Strong customer service experience in person, by phone, and by email is desired.
  • Interpersonal, communication, and organizational skills, including the ability to multitask in a fast-paced environment, are desired.
  • Adaptability to changing duties and tasks is desired.
  • Experience with building development codes, permitting processes, and zoning enforcement is desired.
  • Experience reading and interpreting maps, surveys, site plans, and development codes is desired.
  • Advanced proficiency in Microsoft Office is desired.
  • Experience with data-management and permitting software such as Accela is desired.
  • Experience conducting field inspections and reconciling plans with conditions is desired.
Responsibilities
  • Interpret and enforce the City of Virginia Beach Zoning Ordinance.
  • Review residential site plans and site surveys to ensure developments comply with all Zoning Ordinance regulations.
  • Issue approvals for peddlers, signs, portable storage containers, and other permits as needed.
  • Respond to telephone calls, emails, and walk-in inquiries from citizens and people receiving violation notices, complaints, and property owners, and provide requested information.
  • Participate in city-wide task forces and committees as requested by the field inspector supervisor.
  • Assist in training other field inspectors.
  • Inspect properties and premises, identify and document violations with photographs and descriptive evidence, enter findings into city databases, determine the validity and scope of violations, and issue notices of violation or court summons as appropriate.
  • Meet with property owners, homeowners, complainants, contractors, landlords, and development consultants in the office or on-site to identify possible violations, explain ordinance requirements, and work with them on reasonable solutions to avoid or correct violations.
  • Research properties to obtain relevant information, including conditional use permits, zoning changes, city council actions, previous and outstanding violations, real estate assessor information, Board of Zoning Appeals actions, and business-license information from the Commissioner of Revenue.
  • Maintain VAZO.
  • Issue notices of violation to ensure compliance with the Zoning Ordinance; if violations continue, swear out summonses and pursue legal action through the court system or appropriate city-appointed boards.
  • Testify in court regarding Zoning Ordinance violations.
  • Document and manage files in the Accela automated documentation system, keep records current, and document inspections, findings, future actions, and site visits.
  • Regularly inspect properties for compliance with conditions or proffer agreements approved by City Council.
  • Meet with civic leagues as needed to address neighborhood issues.
  • Remove temporary signs from the right-of-way and issue notices of violation as needed.
  • For Zoning Inspector II, assist and mentor the Zoning Inspector I position as needed.
  • For Zoning Inspector II, participate in city-wide task forces and committees as requested.
