About the job

Requirements
  • A bachelor's degree in engineering, business, program management, or a related discipline is required; a technical background in communications systems, satellite communications, radio frequency systems, electronics, or related fields is preferred.
  • At least six years of program or project management experience in a complex science, technology, engineering, and mathematics environment, including experience in satellite communications, aerospace, defence, telecommunications, or a comparable technology sector.
  • Demonstrated experience managing external suppliers through complex hardware/software product development, system integration, qualification, manufacturing, and delivery programs.
  • Strong understanding of satellite user terminal architectures and sufficient technical depth to work effectively with engineering organizations across radio frequency, antennas, modems, networking, software, electronics, and system integration.
  • Experience managing requirements, statements of work, contractual deliverables, design reviews, verification activities, acceptance milestones, and supplier performance.
  • Experience managing multiple concurrent and interdependent workstreams while maintaining accountability across geographically distributed internal teams and external suppliers.
  • Experience identifying and managing program risks, schedule dependencies, technical issues, cost pressures, and design trade-offs, and communicating impacts and recommended actions to leadership.
  • Strong working knowledge of program and project management tools, including Microsoft Project or equivalent scheduling tools such as Primavera, as well as Jira or similar work-management platforms.
  • For Ottawa candidates, ability to work in Canada and obtain clearance under the Canadian Controlled Goods program.
  • Strong written and verbal communication skills for working with technical, programmatic, supplier, government, and executive stakeholders.
Responsibilities
  • Lead execution of Mil-Ka user terminal development and integration programs with external terminal vendors and Telesat technical teams, from requirements definition through design, integration, verification, manufacturing readiness, delivery, and deployment.
  • Serve as the primary programmatic interface with Mil-Ka terminal vendors, setting expectations for scope, deliverables, schedule, technical milestones, risks, actions, and contractual commitments.
  • Own end-to-end program planning and execution, including contracts, statements of work, work breakdown structures, integrated schedules, milestones, budgets, risks, opportunities, dependencies, deliverables, and executive reporting.
  • Work with Product Management, Systems Engineering, User Terminal Engineering, software, radio frequency/antenna, network, security, and other technical teams to turn program and mission requirements into executable vendor development plans.
  • Drive vendor performance against technical, schedule, cost, quality, and delivery commitments; identify issues and dependencies early and coordinate recovery plans or escalation as needed.
  • Plan and coordinate program and engineering lifecycle reviews, including requirements and design reviews, integration and test readiness activities, verification events, manufacturing readiness reviews, and contractual milestones.
  • Coordinate user terminal integration, verification, qualification, and interoperability activities across vendor and Telesat teams to support operational deployment readiness.
  • Support the definition, negotiation, and execution of development, supply, integration, and support agreements with Telesat engineering, procurement, legal, commercial, and contracts organizations.
  • Manage program interfaces and dependencies between user terminal development and the broader Mil-Ka solution, including network integration, software, ground infrastructure, logistics, training, support, and deployment activities where applicable.
  • Track contractual deliverables, documentation, review packages, test results, action items, risks, decisions, and technical dependencies through closure.
  • Develop and maintain program management artifacts, dashboards, schedules, risk registers, and status reports that show program health, key decisions, emerging risks, and leadership actions required.
  • Establish priorities and drive execution across internal and supplier workstreams to meet Mil-Ka user terminal program commitments.
  • Make programmatic decisions within delegated authority and facilitate timely technical, contractual, or leadership decisions when issues exceed that authority.
  • Identify emerging risks, schedule impacts, resource constraints, and cross-program dependencies, and drive mitigation and escalation.
  • Lead multidisciplinary project teams and provide technical assistance or guidance to engineers or specialists; supervise suppliers and contractors during supplier-facing activities.
  • Travel periodically to supplier and Telesat locations.

Telesat secures $120M loan as $2B debt maturity looms, shares plunge 13%

Telesat has secured a $120 million loan as it faces looming debt obligations, with shares dropping 13% following the announcement. The Canadian satellite operator stated in a Thursday filing that it believes existing debt will be managed to allow its GEO business to continue operations. However, the company warned of "material uncertainty" regarding Telesat GEO's debt maturities due in December 2026. The filing acknowledged substantial doubt about the division's ability to meet debt obligations when they come due, though the company provided no guarantee of successfully addressing these challenges. The development highlights mounting financial pressure on the satellite communications provider as it navigates its debt structure.

Telesat secures $1.7B Arctic satellite contract for Lightspeed network

Telesat's subsidiary has secured a C$2.3 billion, 15-year Arctic connectivity contract under Canada's Enhanced Satellite Communications Project. The agreement will fund 69 Lightspeed satellites. The announcement follows strong stock performance, with shares gaining 44.44% over seven days and 85.46% year-to-date. The stock now trades at $54.08. Telesat currently operates at a loss of $185.31 million on revenue of $388.27 million. The company's price-to-sales ratio stands at 3x, above peer and US telecom industry averages of 1.9x and 1.4x respectively. However, Simply Wall St's regression model suggests a fair P/S ratio of 6.9x, indicating potential upside if forecast revenue growth materialises. The contract prompted a special investor call.
