Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency in Microsoft Office products, including Microsoft Word, Excel, PowerPoint, and related tools and technology required for the position.
  • A minimum of five years providing quality assurance services for large-scale, multi-million-dollar state or government agency information technology projects.
  • A combination of prior quality assurance or project management experience totaling five or more years on information technology projects of similar or greater size, risk, and complexity.
  • A Bachelor's degree in Computer Science or five years of equivalent work experience.
  • Proficient experience with one or more automated testing tools, such as Groovy, Selenium, JUnit, or Cucumber, for object-oriented programs.
  • Experience with one or more of JavaScript, .NET, JSON, XML, EDI, and SQL transactions.
  • Experience writing test plans and test cases, with exposure to DevOps, Continuous Integration, and Agile methodologies.
  • Experience resolving issues found in automated testing.
  • U.S. citizenship.
  • Excellent oral and written communication skills.
  • Proficiency with Microsoft Office products, including Microsoft Word, Excel, PowerPoint, Publisher, and Adobe.
  • Eligibility for a Facility Access Authorization, also referred to as an Employment Authorization, by the U.S. Government's designated Security Office.
Responsibilities
  • Provide information technology quality assurance consulting services during the specific timeframe defined under an authorized Statement of Work.
  • Lead quality assurance methodology development and refinement, including designing the appropriate combination of manual and automated tests to monitor schedule, costs, requirements, deliverables, and risk indicators.
  • Inform client stakeholders, project sponsors, development teams, user acceptance testing representatives, and functional representatives of risk factors and recommend corrective actions.
  • Document project accomplishments and key deliverables, including procurement evaluation events and assessments of deliverables and tasks specified in the project plan.
  • Review the quality of deliverables and products produced by client stakeholders, project sponsors, development teams, user acceptance testing representatives, functional representatives, and selected vendors.
  • Meet regularly with the project team based on current project activities.
  • Attend required meetings with project steering committees, agency leadership, project teams, vendor project staff when applicable, and other stakeholders.
  • Support implementation of project management processes, methodologies, and tools to minimize risk and validate content.
  • Conduct project management reviews and assessments of client and vendor activities, work products, and deliverables, identifying potential risks and recommending mitigation actions.
  • Support delivery of all quality assurance services, work products, and deliverables.
  • Work in an Agile environment and assist developers and architects in automating unit, functional, system, and performance tests.
  • Establish and support a quality assurance framework for continuous build, continuous integration, and continuous deployment into configuration management systems, including running system integration and unit tests in a staging environment that closely replicates production.
  • Work with business users to define and write user acceptance tests, test cases, and test plans, and ensure quality processes are carried out through all phases of the Software Development Lifecycle while meeting project deadlines.
  • Prepare and roll out testing methodology, ensure solution stability, and build robust, simple, and flexible test documentation.

  • Project Management Professional certification from the Project Management Institute.
  • Master Project Management certification from a recognized college or institute.
  • Extensive information technology project management experience.
  • Ability to adapt consistently to ambiguous situations.
  • Ability to work independently and lead specific tasks.
  • Testing code for large-scale availability and resiliency.
  • Understanding of software craftsmanship, including testing, documentation, and collaboration.
  • Use of evidence-based, methodical approaches grounded in industry standards and best practices.
  • Ability to remain independent and objective and communicate project risks accurately and specifically.
  • Comprehensive understanding of successful project management and building and maintaining project teams.
  • Knowledge of the political environment in which projects operate.
  • High degree of integrity.
