Requirements
- An associate degree in construction, engineering, environmental technology, physics, chemistry, microbiology, or a related field, or equivalent additional work experience substituted year for year.
- Four years of experience in construction management and maintenance of water treatment facility-type equipment.
- Three years of supervisory experience.
- Ability to prepare and maintain accurate reports and draft and update original drawings.
- Unrestricted Water Treatment Plant Operator Grade IV certification in Utah or an equivalent certification from another state.
- Ability to coordinate with regulators, subordinates, superiors, and the general public.
- Knowledge of equipment, materials, operating principles, and procedures for operating and managing large water treatment plants.
- Knowledge of the physical and chemical processes involved in water production and their application in treatment.
- Working knowledge of and experience with Supervisory Control and Data Acquisition, computer-aided design, and computerized maintenance management system software.
- A valid driver's license or driving privilege card.
- Effective oral and written communication skills.
- Computer skills, including Microsoft Office.
- Ability to work irregular hours and remain on call 24 hours a day, seven days a week, as required.
- Ability to perform moderate physical activity, including lifting, pushing, or pulling medium weights, and work intermittently in noise, heat, dust, chemicals, dampness, cold, and stressful conditions.
Responsibilities
- Oversee the day-to-day operation of three water treatment plants, including monitoring personnel and ensuring water quality, routine maintenance, and repair of plant equipment, machinery, buildings, and grounds.
- Maintain a respectful, culturally and ethnically diverse workforce; resolve employee disputes; encourage a cooperative and motivated workforce; and address staffing needs.
- Budget for capital improvements at all water treatment plant facilities.
- Develop and maintain a facilities management plan to budget for plant equipment purchases, upgrades, and replacements based on equipment life expectancies.
- Recommend an annual budget for approval and review and maintain the annual budget within established guidelines.
- Review and approve major purchases for compliance with budgetary guidelines, goals, and City Procurement policies.
- Review plant operations and monitor test results to ensure compliance with state and federal regulations.
- Direct implementation of plant safety requirements and oversee facilities operations to ensure standard protocols are maintained.
- Evaluate plant Standard Operating Instructions annually and ensure operators have written and implemented instructions for all major plant functions.
- Participate with department management in resolving plant issues.
- Prevent, respond to, and resolve plant problems within assigned authority and control.
- Provide technical assistance to plant operators during emergency and non-emergency situations.
- Support the Water Quality, Treatment and Process Engineer, Supervisory Control and Data Acquisition and telemetry personnel, and other personnel as needed.
- Oversee and coordinate major plant upgrades and projects and remain available to personnel on all shifts.
- Work with the Department Engineering Division, Water Quality, Treatment and Process Engineer, Supervisory Control and Data Acquisition and telemetry personnel, and other City and department divisions on plant projects and daily operations.
- Assist with major modifications of plant design and operation and modify existing plant equipment or plant design when required.
- Modify operations in response to operational needs and regulatory changes and maintain written Standard Operating Instructions for protocol compliance.
- Propose and justify short- and long-range goals for plant improvements.
- Conduct quarterly training sessions for operators and provide additional technical and safety training to staff.
- Promote employees' acquisition of higher technical skills.
- Conduct public tours and respond to treatment information requests as needed.
- Make oral and written presentations.
- Perform other related duties as assigned.
