Requirements
  • A bachelor's degree in Graphic Design, Communications, Marketing, or a related field is required.
  • At least five years of experience in government proposal coordination and production is required.
  • Candidates must have a proven track record supporting federal proposals for civilian and/or defense agencies.
  • Expert knowledge of Microsoft Office Suite, including Word, PowerPoint, and Excel, is required.
  • Candidates must have a strong understanding of FAR Part 15 and government procurement processes.
  • Experience with compliance matrices and Section L/M requirements is required.
  • Knowledge of Section 508 accessibility standards is required.
  • Candidates must demonstrate strong attention to detail and quality control skills.
  • An active Top Secret security clearance is required.
  • Candidates must be able to work under tight deadlines with frequent evening and weekend work during proposal cycles.
  • Strong written and verbal communication skills are required.
  • Candidates must have an understanding of government evaluation criteria and source selection processes.
  • Candidates must be able to interpret complex RFP requirements and translate them into actionable tasks.
  • Candidates must be able to work collaboratively with diverse, cross-functional teams.
  • Candidates must maintain a professional demeanor during high-stress proposal war room environments.
  • Candidates must be proactive problem-solvers with strong attention to regulatory compliance.
  • The position requires on-site work and availability for extended hours during proposal deadlines.
Responsibilities
  • Coordinate the proposal development process from RFP release through submission.
  • Manage proposal schedules, Pink, Red, and Gold color team reviews, and compliance matrices.
  • Facilitate collaboration among capture managers, technical writers, subject matter experts, pricing teams, and executive leadership.
  • Conduct compliance reviews against FAR/DFARS requirements and solicitation instructions.
  • Maintain proposal libraries, past performance examples, SF-330s, and corporate resumes.
  • Ensure adherence to page limits, font requirements, and government submission guidelines.
  • Track proposal status, win/loss data, and lessons learned.
  • Design and format proposals using Microsoft and Adobe software.
  • Create compliant layouts adhering to government formatting requirements for margins, fonts, and spacing.
  • Develop visual discriminators, including solution graphics, process diagrams, organizational charts, and infographics.
  • Create Section L/M compliance matrices and cross-reference tables.
  • Ensure Section 508 compliance for accessibility requirements when specified.
  • Produce final PDF packages with proper bookmarks, hyperlinks, and metadata.
  • Develop templates compliant with government standards, including SF-330, SF-1449, and RFTOP formats.
  • Edit and format technical volumes, management approaches, and past performance sections.
  • Perform final quality checks for compliance, formatting consistency, and readability.
  • Verify that all required certifications, representations, and attachments are included.
  • Ensure proper marking of proprietary or source-selection-sensitive information.
  • Validate file naming conventions and electronic submission requirements.
Desired Qualifications
  • APMP Foundation or Practitioner certification.
  • Experience with specific agency requirements, including the Department of Defense, Department of Homeland Security, Department of Veterans Affairs, General Services Administration, or National Aeronautics and Space Administration.
  • Familiarity with government submission portals and databases.
  • Experience with proposal management software such as Loopio or RFPIO, and Shipley processes.
  • Knowledge of price-to-win strategies and cost volume formatting.
  • Experience supporting indefinite-delivery, indefinite-quantity, task order, and General Services Administration Schedule proposals.
  • Understanding of Shipley proposal methodology.
  • Previous experience in consulting, professional services, or information technology contracting sectors.

Nightwing, an intelligence solutions company, has partnered with ProCustom Group to launch rugged laptops with integrated cybersecurity solutions. The new portfolio features PCG's customised commercial off-the-shelf rugged devices pre-installed with Nightwing's Boot Shield and Electronic Armor technologies. The integrated platform combines rugged notebooks with Intel AI-enabled processors, hot-swappable batteries and sunlight-readable displays alongside Nightwing's cyber resiliency tools. Boot Shield prevents boot-level attacks and firmware code injections, whilst Electronic Armor protects sensitive applications and data. The partnership aims to deliver secure computing solutions for mission-critical operations in extreme environments. The upcoming product range will include ruggedised laptops from 11 to 16 inches with customisable configurations.
