About the job

Requirements
  • At least 8 years of experience in regulatory affairs, compliance, risk, government-facing operations, or a related field, including meaningful experience in a highly regulated industry, consulting, law, or a regulator/government body.
  • Demonstrated ownership of a regulatory or compliance function or major programme as the accountable person.
  • Direct experience engaging senior regulators or government stakeholders, including leading responses to audits, notices, investigations, or statutory reporting obligations.
  • Ability to build operational systems and controls from scratch in ambiguous, fast-changing environments.
  • Programme and stakeholder management across multiple concurrent, high-stakes workstreams with hard external deadlines and sensitive data.
  • Ability to synthesise complex technical detail into clear positions for regulators, executives, and frontline teams, adapting communication appropriately.
  • Strong analytical capability and comfort working in a data-driven environment, including interrogating data, identifying discrepancies, and standing behind submitted figures.
  • Fluency in written and spoken English, Cantonese, and Putonghua, and ability to work with Chinese-language regulatory and government documentation.
  • Must be based in or willing to relocate to Hong Kong and have the right to work in Hong Kong.
Responsibilities
  • Own end-to-end regulatory compliance operations for Hong Kong and Taiwan Mobility, including designing, building, and operating systems, controls, trackers, and governance that evidence compliance with the new ride-hailing regime.
  • Translate legislation, licence conditions, and regulatory guidance into operational requirements, process changes, product and tooling requirements, and clear business owners, then drive implementation to completion.
  • Build the regulatory operations function from the ground up by defining its operating model, ways of working, escalation paths, and, over time, the team and offshore or vendor capacity required to scale it.
  • Serve as a senior day-to-day operational counterpart to regulators and Government bodies, building durable relationships that enable early identification and resolution of issues.
  • Lead Uber's operational responses to Government requests, notices, audits, investigations, and consultations by scoping requests, mobilising cross-functional workstreams, quality-assuring the substance, and owning final responses and their defensibility.
  • Represent Uber in regulatory forums and working groups, and partner with Public Policy to shape pragmatic, workable regulation as the framework matures.
  • Own the regulatory reporting calendar and ensure recurring statutory and licence-condition reports are accurate, complete, and delivered on time.
  • Establish reporting capability for short-notice Government requests, including data pipelines, templates, review gates, and sign-off protocols.
  • Partner with Data Science, Engineering, and Central Operations to automate reporting where possible and ensure data integrity and reconcilability in submissions.
  • Own the operational compliance framework for driver licensing, accreditation, documentation, vehicle standards, insurance, and inspections, including onboarding gates, in-life monitoring, expiry and renewal management, and enforcement or offboarding.
  • Set key performance indicators and controls to prevent lapsed accreditations and maintain an auditable compliance position.
  • Work with Operations, Product, and Support to ensure compliance requirements are enforced in systems by design rather than through manual intervention.
  • Own the Hong Kong and Taiwan regulatory risk register by identifying, assessing, and escalating regulatory risk, assigning owners, and driving remediation to closure.
  • Lead root-cause analysis and remediation programmes following audits, notices, or incidents, ensuring fixes address systemic causes.
  • Report the compliance position clearly and honestly to the Hong Kong General Manager, APAC leadership, and global stakeholders, including failures and required corrective action.
  • Influence and mobilise teams across functions and time zones, including teams the role does not manage, to meet fixed regulatory deadlines.
  • Build the Hong Kong business's compliance culture so regulatory obligations are understood, owned, and incorporated into each team's work.
Desired Qualifications
  • Experience in ride-hailing, mobility, logistics, marketplaces, or another platform business.
  • Experience operating in a market during the introduction of a new regulatory framework and establishing its compliance posture.
  • Experience building and leading a team, and/or establishing offshore or vendor capacity to scale an operational function.
  • Working knowledge of AI or equivalent data tooling, and comfort retrieving and validating data independently.
  • Familiarity with data privacy, localisation, and retention obligations and their translation into engineering and infrastructure requirements.
  • A legal, audit, or risk-and-controls qualification or background.
  • Experience influencing policy or regulatory design through consultations and industry forums.

Uber's 12.1% operating margin tops rivals, but investors pay less for it than for JB Hunt

Uber Technologies keeps a larger share of sales as operating profit than four rivals in ride-hailing, delivery and freight. Its operating margin reached 12.1% over the past twelve months, up from a loss equal to 1.6% of sales three years ago. Free cash flow topped $10 billion for the first time. Yet investors pay less per dollar of Uber's earnings than for three peers. Uber trades at 15.2 times earnings, against 32.0 for JB Hunt and 99.7 for DoorDash. Uber stock fell 23.6% over twelve months, while JB Hunt rose 68.4%. Revenue growth slowed to 12.2% in the second quarter of 2026, while gross bookings grew 22%. Management blamed part of the gap on a UK business model change. Uber plans to invest $10 billion in autonomous vehicles. It has not yet sized the effect on profit.

Uber and Pony.ai to launch robotaxis in London

Uber and Chinese autonomous vehicle company Pony.ai plan to launch a robotaxi service in London, expanding their partnership into Europe. The companies will begin testing Pony.ai's Gen-7 robotaxis in the city in the coming weeks. The announcement follows Uber's strategy of partnering with over 30 autonomous vehicle firms to capture market share in autonomous delivery and ride-hailing. Uber expects to offer autonomous vehicle trips in 15 cities globally by the end of 2026. Uber and Pony.ai first partnered in May 2025, initially focusing on the Middle East. They plan to deploy 2,000 robotaxis across Europe, starting with Zagreb, where they launched a service in August 2026 with partner Verne. Uber also plans a separate London robotaxi service with British startup Wayve.

Uber invests in Croatian robotaxi provider Verne, deepens Zagreb partnership

Uber has invested in Croatian robotaxi provider Verne, CEO Dara Khosrowshahi confirmed following a visit to Zagreb where he completed a fully driverless ride. The investment deepens the partnership between the companies, which launched a commercial robotaxi service in Zagreb in April covering approximately 90 square kilometres. Since August, Verne's autonomous vehicles have been bookable through the Uber app. The service currently uses Arcfox Alpha T5 vehicles equipped with Pony.ai's Gen-7 autonomous driving system. Verne is developing its own purpose-built robotaxi—an electric two-seater without steering wheel or pedals, based on Mobileye Drive technology. By end-2025, the company had completed 60 verification prototypes. Verne co-founder Mate Rimac indicated further joint expansion plans beyond Croatia, with negotiations underway for deployments in additional European cities, the UK, and the Middle East.

Pelosi and Ackman both bet on Uber and Amazon with $4.5B stake

Nancy Pelosi's spouse and hedge fund manager Bill Ackman both hold positions in Uber and Amazon, though at vastly different scales. Pelosi's husband purchased 200 Uber call options on 29 May with a $50 strike price expiring March 2027. Ackman's Pershing Square owns 34.3 million Uber shares worth approximately $2.48 billion, representing 12.72% of the fund's assets. Ackman increased this stake by 15% during the second quarter. Both also hold Amazon positions. Pelosi owns call options with a $120 strike price, whilst Pershing Square holds 8.56 million shares worth about $2.04 billion. Amazon's valuation premium centres on AWS, which comprises 21% of revenue but generates 60% of operating profit. The non-GAAP forward P/E of 30.64 is more than double the sector median of 14.73.
