Requirements
  • A Professional Engineer license in the State of Texas, or the ability to obtain one within a reasonable timeframe.
  • At least 20 years of experience in water and wastewater engineering, with a strong background in municipal infrastructure.
  • Leadership experience in client management, business development, and public-sector project delivery.
  • Broad understanding of water and wastewater systems, including treatment, conveyance, and utility operations.
  • An established reputation and relationships within the Texas municipal water market.
  • Experience leading multidisciplinary teams on complex infrastructure projects.
  • Ability to mentor staff and build collaborative, high-performing teams.
  • Strong communication skills and technical credibility.
Responsibilities
  • Provide strategic leadership for Quiddity’s Texas Water/Wastewater practice while supporting municipal and regional utility clients.
  • Participate in business development and client relationship efforts with Texas cities, utility districts, river authorities, and regional agencies.
  • Develop and execute a Texas-wide growth strategy, including target markets and priority clients.
  • Position Quiddity to win and deliver water and wastewater projects, including treatment facilities, pump stations, storage facilities, and capital improvement programs.
  • Support pre-positioning, teaming arrangements, statements of qualifications preparation, and technical approaches.
  • Oversee planning, design, and construction-phase services in a technical advisor, design manager, and/or quality control role.
  • Ensure projects meet client objectives, regulatory requirements, budgets, and schedules.
  • Lead the design and/or quality management of multidisciplinary teams covering process mechanical, civil, structural, architectural, electrical, instrumentation and controls, and environmental disciplines.
  • Enforce technical standards and best practices for water and wastewater design across the firm.
  • Mentor and develop design managers and technical staff to support long-term practice growth and succession planning.
  • Support compliance with Texas Commission on Environmental Quality, Environmental Protection Agency, and other applicable local, state, and federal regulatory requirements.
  • Contribute to firm leadership initiatives, including staffing strategies, quality standards, and operational planning.

  • Understanding and experience with alternative delivery methods such as Construction Manager at Risk and Design-Build.
