Requirements
  • An accredited four-year degree or global equivalent in an applicable field of study and twenty years of work-related experience, or a combination of education and directly related experience equal to twenty-four years if non-degreed.
  • Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Job-related technical knowledge necessary to complete the job.
  • Experience with project completions tools such as CoConsole, ProCore, or similar.
  • Ability to learn and apply applicable local, provincial, and federal statutes and guidelines.
  • Ability to attend to detail and work in a time-conscious and time-effective manner.
  • Competency in administrative functions related to project and office operations.
  • Functional proficiency in project controls, human relations, industrial relations, and contract management as applicable to the assigned area.
  • Experience working with large multidisciplinary teams and contractors in a multicultural environment.
  • A valid driver's licence with abstract and a passport.
  • Must be comfortable with a marine-type environment where daily travel to the remote site is by boat.
Responsibilities
  • Confirm that daily and weekly short-range planning is maintained down to the foreman and superintendent levels.
  • Ensure compliance with Operating System Requirements, the applicable Operating System Implementation Plan, and other business-line requirements.
  • Perform on-site management, supervision, and coordination of owner activities supporting EPC contractor progress.
  • Oversee EPC contractor field construction activities for conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements, and safety standards.
  • Monitor and report project schedule and cost to Woodfibre LNG management using construction resources efficiently.
  • Provide input to contractor and company project schedules in cooperation with construction engineers and planners.
  • Review design scope and approach for constructability and submit or approve change recommendations.
  • Review contractor manpower levels and craft mixes to attain schedule milestones and conform to the construction plan.
  • Monitor and provide input to the change-management process, ensuring scope changes are documented and change orders are approved before work is performed.
  • Implement site safety, security procedures, and project work rules.
  • Support development of the project's safety culture.
  • Assist the Site Construction Manager with administration of labor-relations policies.
  • Manage contractors' contractual commitments, including cost, quality, and schedule, and coordinate their field activities.
  • Plan and manage the project's temporary facilities.
  • Oversee and maintain work quality according to design-document standards in support of the Quality Management team and Project Quality Management Plan.
  • Support the operations team in developing an effective plan for the supply and control of tools and supplies.
  • Administer, train, and motivate personnel in construction operations.
  • Supervise personnel and ensure compliance with safety policies, procedures, and safe work practices.
  • Manage personnel and provide staff development, training, and timely performance feedback.
  • Direct staff assigned to projects through managers and supervisors leading project functions.
  • Coordinate activities and communication within site and project areas and with other offices and locations.
  • Coordinate and implement internal and external indirect activities, functional staff support, craft support, and other resources needed for safe and quality project execution.
  • Ensure work remains within approved scope boundaries and complies with pertinent requirements.
  • Direct project-control, human-relations, industrial-relations, and contract-management functions as required.
  • Serve as the single point of accountability to senior management, the client, and the community.
