Requirements
- A Bachelor's degree in business, public administration, or a related field is required.
- At least 10 years of relevant program or project management experience is required, including management of multi-task-order contracts or blanket purchase agreements supporting federal grants management programs.
- The candidate must be able to respond to government inquiries within a two-hour window as required by the BPA Management Plan.
- The candidate must be able to obtain and maintain Department of Homeland Security/Federal Emergency Management Agency suitability and complete required agency training as directed by the Contracting Officer's Representative.
Responsibilities
- Own overall performance of the Grant Programmatic and Technical Services blanket purchase agreement, including deliverables, staffing, work standards, schedules, cost, and budget management across all task or BPA call orders.
- Serve as the primary point of contact and two-hour-response interface for the Federal Emergency Management Agency Contracting Officer and Contracting Officer's Representative.
- Lead and integrate multidisciplinary project teams across grant program planning and administration, tracking, reporting and technical support, and general business administrative and meeting facilitation support.
- Develop and maintain the BPA Management Plan and monitor quality assurance, risk, and performance across all labor categories and task orders.
- Oversee transition-in and transition-out activities to ensure continuity of grants management support to the Grant Programs Directorate.
- Manage program funds, resources, and staffing plan execution, including resolution of staffing gaps and key personnel changes in coordination with the Contracting Officer and Contracting Officer's Representative.
Desired Qualifications
- Project Management Professional certification is preferred.
- Experience serving as the primary interface with the Contracting Officer and Contracting Officer's Representative for the life of a blanket purchase agreement is preferred.
