- Six years of progressively responsible experience in fire protection engineering and life safety is required; a master's degree may substitute for two years of required experience.
- Knowledge of designing, inspecting, and testing fire alarm/detection systems, water-based systems, and special hazard systems is required.
- Knowledge of building codes, laws, policies, regulations, and standards for fire protection, as well as current developments and strategies in fire protection engineering, is required.
- Knowledge of techniques and procedures applied by practitioners in fire protection engineering is required.
- Skill in administering engineering and construction consulting contracts and serving as a project manager and contracting officer's technical representative is required.
- Skill in reviewing proposals and work products of consulting engineers, contractors, vendors, and supporting in-house personnel is required.
- Skill in applying systems inspection requirements and testing techniques is required.
- Ability to collaborate with architects, engineers, contractors, regulatory agencies, operational stakeholders, and executive leadership to resolve technical issues and support project objectives in complex operational environments is required.
- Skill in oral and written communication is required.
- Skill in using computer and office suite software, with emphasis on a project management information system and other engineering software, is required.
- A Bachelor's Degree in Mechanical Engineering or a related field is required.
- A state driver's license in good standing is required.
- Licensure as a Professional Engineer in any U.S. state or territory is required within one year of hire, promotion, or placement in the job.
- An AOA permit is required to operate vehicles landside and airside.

- A background security investigation is required for issuance of an airport badge and for all new hires.
Responsibilities
- Serve as Principal Staff Technical Advisor for multidisciplinary Capital Construction Program and Capital, Operating, and Maintenance Investment Program projects, focusing on fire protection engineering and life safety.
- Conduct and manage design projects involving fire suppression, fire detection and alarm systems, and related airport systems and facilities.
- Manage assigned capital improvement projects, including supervision and oversight of contractors and consultants for scope, quality, schedule, and budget management.
- Review the work of contract design firms and monitor fire protection engineering aspects of projects at Washington Dulles International Airport and Ronald Reagan Washington National Airport.
- Consult and collaborate with internal and external stakeholders, including engineers, architects, management officials, and code officials, on airport mechanical engineering-related projects.
- Present information and provide recommendations to Office of Engineering leadership and other staff.
- Prepare or recommend engineering studies, designs, and improvements to design efforts.
- Develop and maintain the Airports Authority's design standards and guidelines for fire protection engineering.
- Conduct meetings with stakeholders to establish and refine system standards, requirements, and design criteria.
- Collaborate with the Airports Authority Safety Program and Buildings Codes Managers to integrate safety requirements and ensure compliance with codes and standards before project execution.
- Provide advice for decisions on safe building occupancy levels, fire evacuation plans, and egress.
- Establish or approve functional criteria, performance requirements, and related specifications during the development phase.
- Specify or advise on regulatory requirements, design standards, and related issues for design criteria.
- Conduct site investigations and analyses, and provide design management support during planning, design, and construction phases to monitor progress, inspect field conditions, and evaluate quality control work.
- Review construction progress reports, shop drawings, material lists, and samples with the engineer or architect of record to confirm design intent and project requirements are satisfied.
- Assist with and witness testing of building fire protection systems and hydrant flow tests, and generate required reports.
- Serve as a contracting officer's technical representative on airside and landside mechanical engineering-related projects and studies.
- Confirm that work is completed in accordance with contracts, quality standards, and the Airports Authority's goals for Small Local Business Enterprises.
Desired Qualifications
- Experience working with existing operational facilities and existing conditions, including renovation, phased construction, and integration of new systems and infrastructure within complex occupied environments.
- Experience with transportation facilities.
