Requirements
  • A bachelor's or master's degree in industrial engineering, systems engineering, or a related field.
  • At least 7 years of experience in process engineering.
  • Experience moving processes from paper to digital tools.
  • Experience collaborating with internal IT departments.
  • Experience designing systems involving union collective bargaining agreements and labor-relations sensitivities.
  • Strong project-management and stakeholder-engagement skills.
  • Proficiency in process mapping, Lean Six Sigma, business process management tools, systems analysis, and documentation.
  • Proficiency in project-management methodologies and tools.
  • Advanced proficiency with Microsoft Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to use or quickly learn required business tools and technology.
  • Ability to meet the stated U.S. citizenship requirement.
Responsibilities
  • Lead end-to-end process-redesign initiatives by analyzing, redesigning, and digitizing complex paper-based workflows.
  • Facilitate cross-functional collaboration as the primary liaison among business units, information technology, and executive stakeholders.
  • Identify process risks and inefficiencies, prioritize corrective actions, and ensure redesigned workflows meet data-governance, security, and accessibility requirements.
  • Oversee project planning, resource allocation, and milestone tracking for process maps, workflow designs, implementation plans, and training materials.
  • Conduct training-needs assessments to identify performance gaps and learning requirements across technical roles.
  • Perform job and task analyses and define measurable learning objectives.
  • Create instructional content for instructor-led training, computer-based training, and blended learning.
  • Develop design plans, lesson plans, facilitator guides, participant guides, storyboards, and assessments.
  • Develop and apply training-effectiveness evaluation strategies based on Kirkpatrick's Four Levels.
  • Analyze learner behavior and user-experience data.
  • Provide subject-matter expertise in instructional systems design, adult-learning theory, ADDIE, SAM, accessibility, and equity standards.
  • Analyze, redesign, and digitize existing paper-based workflows to improve efficiency, accuracy, and accessibility.
  • Develop project plans with monthly updated Gantt-chart timelines.
  • Produce current-state process maps, gap-analysis reports, prioritization matrices, corrective-action plans, future-state digital workflow designs, change-management and stakeholder-engagement plans, implementation roadmaps, technical-integration plans, user documentation, training materials, testing and validation reports, post-implementation reviews, continuous-improvement plans, monthly progress reports, and project close-out or transition documentation.
  • Use Metro-provided branding, templates, procedures, Standards of Practice, and source materials.
  • Use Adobe Captivate for computer-based training and deliver editable source files with version-control and file-naming conventions.
  • Follow accessibility standards and write curriculum materials at an eighth-grade reading level.
  • Submit deliverables for client review and approval and participate in weekly check-ins, bi-weekly draft updates, and monthly status reporting.

  • At least 7 years of experience in process improvement or engineering, with workflow automation and digital transformation experience.
  • Experience in transit, organizational change, and productivity.
