Requirements
  • A Bachelor's Degree and a minimum of 8 years of relevant experience, or an equivalent combination of education and experience in lieu of a degree.
  • At least one professional certification in the subject domain, such as Certified Scrum Developer, Certified Scrum Master, Certified Software Development Professional, Certified Secure Software Lifecycle Professional, AWS Certified Developer, Azure Developer, or Certified Software Test Professional.
  • Hands-on programming experience in a business setting.
  • Proficiency in at least one software engineering methodology, including Waterfall, Agile, Scrum, DevOps, Extreme Programming, Kanban, Lean, or Rapid Application Development.
  • Experience applying a structured validation and testing method, including Unit Testing, Integration Testing, System Testing, Acceptance Testing, or Regression Testing.
  • Collaboration skills to ensure design specifications are implemented by the development team.
  • Familiarity with version control.
  • Ability to work independently and navigate organizational ambiguity.
  • Effective written and verbal communication skills.
Responsibilities
  • Lead requirements management, software engineering, system testing, and acceptance testing activities across all stages and iterations of complex software development and integration initiatives.
  • Assist with selecting, adapting, and adopting new models, methods, and tools.
  • Collaborate across parties involved in product, systems, or service design.
  • Own high-value services and products when assigned.
  • Lead the definition, documentation, and completion of large projects within business objectives and resource constraints.
  • Ensure adherence to agreed enterprise architectures and effective change-release, risk-, and quality-management processes.
  • Draft and maintain software support processes and documentation.
  • Prioritize and diagnose incidents, investigate and resolve complex issues, lead root-cause analysis, and propose corrective actions.
  • Conduct application licensing, security, backup, and disaster-recovery verification initiatives.
  • Develop system and acceptance testing criteria for functional and non-functional requirements, user stories, features, business processes, and business rules.
  • Design, specify, and execute test cases and scenarios.
  • Plan and lead user-experience design activities for large programs and products, providing expert advice on usability, accessibility, and visual-design requirements.
  • Develop, maintain, and apply tools and documentation to track, log, and maintain accurate system information.
  • Audit complex software systems for adherence to configuration standards.
  • Plan, organize, conduct, and oversee quality- and safety-assurance assessments involving complex systems and cross-functional teams.
  • Provide expert advice to assurance activities.
  • Manage operational relationships with suppliers, including resolving disputes or conflicts.
  • Contribute technical elements to RFPs and RFIs and negotiate contract terms and service-level agreements.
  • Manage suppliers to meet key performance indicators.
  • Continuously develop and maintain knowledge of software engineering practices, emerging trends, and technologies.
  • Provide technical advice to project teams and mentor less experienced staff.
  • Support operations outside normal work hours when needed on a 24/7 basis.
  • Travel to other MTA locations or external sites when required.
  • Observe contractor work, review and approve invoices when contractual standards are met, address contractor performance issues when possible, and escalate issues as needed.
  • Perform other assigned duties.
Desired Qualifications
  • A software engineering industry certification, such as Certified Scrum Developer, Certified Scrum Master, Certified Software Development Professional, Certified Secure Software Lifecycle Professional, AWS Certified Developer, Azure Developer, or Certified Software Test Professional.
  • Programming experience with languages such as Ruby, Python, Java, C++, or COBOL.
  • Familiarity with vendor-specific platforms such as Azure, Windows Server, RESTful APIs, or Linux.
