Requirements
  • A high school diploma or equivalent is required.
  • At least 10 years of relevant experience managing commuter rail vehicle maintenance, supervising a comparable workforce, and in general management.
  • Experience managing commuter or passenger railroad rolling stock, specialized equipment, and facilities, including fleet and facility scale.
  • Knowledge of Federal Railroad Administration regulations and American Public Transportation Association standards and recommended practices.
  • A demonstrated safety record and experience implementing comparable safety programs.
  • Ability and availability to respond immediately to emergency or problem calls and remain on call 24 hours a day, seven days a week.
  • Ability to assist with developing, implementing, and applying system safety plans, processes, and procedures.
  • Strong organizational, interpersonal, and leadership skills.
  • Excellent written and verbal communication skills.
  • Experience with team building.
  • Ability to pass a pre-employment background check and motor vehicle report review.
  • A valid driver's license and required endorsements must be maintained.
  • Ability to pass a Department of Transportation physical, medical evaluation, and drug screen.
  • Ability to pass and maintain the required Department of Transportation medical evaluation to drive a Herzog commercial vehicle.
  • Ability to complete and maintain required annual safety certification and testing.
  • Ability to meet the physical requirements, including lifting up to 75 pounds, carrying up to 75 pounds, pushing or pulling up to 50 pounds, climbing ladders and equipment, working in confined spaces, kneeling, bending, squatting, prolonged sitting or standing, walking on uneven surfaces, lying on the back, and reaching overhead while holding tools.
  • Ability to remain aware of surroundings and follow verbal commands in moderately loud noise.
  • Ability to adapt to heat, cold, moisture, wind, and other temperature extremes.
  • Ability to work in a safety-sensitive environment.
  • Ability to pass required color and vision examinations.
  • Ability to hear and distinguish required auditory signals.
Responsibilities
  • Manage the mechanical staff and facilities for HTSI’s Tri-Rail project.
  • Coordinate, organize, and maintain production schedules while operating at required service levels.
  • Manage the fleet life-cycle maintenance program.
  • Ensure timely and efficient fleet availability for commuter services in compliance with Federal Railroad Administration regulations and agency guidelines.
  • Schedule, manage, and direct the unionized workforce and management and administrative employees.
  • Work with the Quality Assurance manager to implement quality programs compliant with 49 CFR Parts 229 and 238 and applicable workmanship and materials standards.
  • Provide hands-on training to other employees.
  • Represent HTSI at project planning meetings with HTSI, third-party, and client staff.
  • Prepare project updates for HTSI management and client staff.
  • Plan and track project budgets, including labor usage.
  • Guide and mentor staff.
  • Ensure a safe working environment and enforce HTSI policies and procedures.
  • Promote and participate in Herzog’s culture and essential behaviors.
  • Maintain regular and predictable attendance and punctuality.
