Requirements
  • Doctor of Medicine or Doctor of Osteopathic Medicine from an accredited medical school.
  • Current, unrestricted state medical license, with licensure in the state of practice or ability to obtain it before assignment.
  • Board certification in a primary-care specialty, such as Internal Medicine or Family Medicine, or a relevant specialty by an American Board of Medical Specialties or American Osteopathic Association member board.
  • Current Drug Enforcement Administration registration or ability to obtain it.
  • Current Basic Life Support and Advanced Cardiovascular Life Support certification.
  • At least 5 years of clinical practice experience, including 2–3 years in a medical leadership or supervisory role, with correctional or detention health experience.
  • Knowledge of healthcare service standards, National Detention Standards, Performance-Based National Detention Standards, American Correctional Association standards, National Commission on Correctional Health Care standards, and correctional or detention healthcare standards.
  • Demonstrated experience in clinical quality management, credentialing and privileging, and medical staff leadership.
  • Ability to maintain confidentiality and comply with federal privacy standards.
  • Ability to obtain and maintain necessary clearances and credentials for access to detention facilities.
  • Ability to obtain and maintain favorable background investigations.
  • Ability to meet contract immunization requirements.
  • Must be a U.S. citizen or a person lawfully admitted to the United States for permanent residence and must have resided in the United States for the last five years, excluding time abroad on official U.S. Government duty.
  • Must be at least 21 years of age.
  • Must complete all required training.
  • Ability to adapt to sudden changes and flexible work requirements, including potential shift changes based on operational needs or command priorities.
  • Ability to respond to medical emergencies, stand and move throughout the facility, and provide direct patient care.
Responsibilities
  • Provide executive medical oversight and serve as the senior clinical authority for all facility health services.
  • Provide clinical governance oversight of physicians, mid-level providers, dental staff, pharmacy staff, and behavioral health staff in coordination with the Health Services Administrator.
  • Establish, review, and approve clinical policies, procedures, protocols, and standing orders consistent with applicable health and detention standards.
  • Oversee the medical quality management and continuous quality improvement program, peer review, morbidity and mortality review, and clinical performance measurement.
  • Ensure timely intake medical screening, health assessments, chronic-care management, sick call, emergency response, and continuity of care.
  • Provide direct patient care and clinical consultation as needed, and supervise providers’ scopes of practice and clinical privileging.
  • Review applicants for clinical leadership positions and provide input on credentialing and privileging decisions.
  • Provide functional oversight management of facility physicians.
  • Direct behavioral health, suicide-prevention, and medical Prison Rape Elimination Act and Sexual Abuse and Assault Prevention and Intervention response programs.
  • Oversee pharmacy and therapeutics, formulary compliance, medication management, and infection prevention and control programs.
  • Serve as the primary clinical liaison to the government, Field Medical Coordinator, Contracting Officer’s Representative, and facility leadership.
  • Support accreditation readiness and audits and implement corrective actions.
  • Review and respond to clinical grievances, sentinel events, and significant medical incidents; direct root-cause analysis and corrective action.
  • Ensure compliance with the Health Insurance Portability and Accountability Act, federal and state law, medical staff bylaws, and contract requirements.
  • Participate in drills and emergency responses as assigned.
  • Complete facility, security, and clinical training.
  • Work evening, weekend, or on-call hours as required.
Desired Qualifications
  • Prior Chief Medical Officer, Medical Director, or senior clinical leadership experience in a detention, correctional, or public-health setting.
  • Experience achieving and maintaining American Correctional Association or National Commission on Correctional Health Care accreditation.
  • Certified Correctional Health Professional or Certified Correctional Health Professional–Physician credential.
  • Bilingual English and Spanish or another relevant language.
  • Prior federal investigation at Tier 2 or higher with favorable suitability or eligibility and no break in service exceeding 24 months.
  • Detention center experience.
