  • Working knowledge of Microsoft Office Suite, including extensive knowledge of Excel.
  • Ability to automate tasks using VBA for Excel.
  • Ability to implement and update compliance software.
  • Knowledge of statistical and database applications.
  • Knowledge of analytical tools used to measure portfolio attributes.
  • Knowledge of mathematical concepts including probability, correlation, statistics, and basic algebra.
  • Working knowledge of financial markets, the economy, and investment concepts and practices.
  • Working knowledge of equity, fixed income, private equity, real assets, and absolute return strategies; derivative usage, currency exposure, fixed income duration and quality, portfolio volatility, portfolio risk, and other portfolio characteristics and attributes.
  • Working knowledge of compliance with investment policies, applicable laws, regulations, style mandates, advisor agreements, and corrective actions for non-compliance.
  • Working knowledge of the principles and practices of institutional investment management.
  • Ability to communicate effectively in writing and verbally, prepare technical reports, present findings, and develop and deliver presentations to various groups.
  • Ability to develop complex investment policies and procedures and communicate them to audiences including the Retirement Board.
  • Ability to solve problems and analyze a variety of issues, make recommendations, establish and execute a plan of action, monitor evolving issues with the SEC, and review the adequacy of controls to ensure compliance with applicable regulations.
  • Ability to follow written and verbal instructions, meet deadlines, work independently and in a team environment, establish and maintain working relationships with colleagues and industry professionals, multitask, prioritize work, follow through on assignments, and handle workload and time-deadline stress.
  • Must demonstrate judgment, high integrity, and personal values consistent with URS values.
  • Must submit records of trade confirmations or monthly transaction summaries for security transactions (excluding mutual funds) in accounts under the employee's control or the control of the employee's spouse.
  • Must be physically capable of safely operating a vehicle, possess a valid driver's license, and have an acceptable driving record based on a current Department of Motor Vehicle Record.
Responsibilities
  • Monitor existing equity, fixed income, private equity, real assets, and absolute return managers for compliance with URS policies, applicable laws, and advisor agreements, including derivative usage, currency exposure, fixed income duration and quality, portfolio concentration, portfolio risk, and other portfolio characteristics and attributes.
  • Review due diligence documentation for new investments.
  • Assist with oversight of trading for internally managed funds.
  • Assist with oversight of proxy voting for URS.
  • Assist with administration of the URS Ethics Policy, provide training to fiduciary staff, research and respond to staff questions, monitor fiduciary staff trading activity, maintain trade disclosure records, and maintain the URS restricted trading list.
  • Assist in developing and reviewing compliance and investment policies and procedures; recommend changes to advisor contracts and URS investment policies and present changes to the investment committee as required.
  • Participate in regular reviews of the URS retirement planning and investment advice program.
  • Monitor regulatory agency developments and review control adequacy for compliance with applicable regulations; respond to certification requests from investment managers and regulators.
  • Monitor risk and performance at manager and portfolio levels and identify and resolve significant concerns.
  • Monitor defined contribution pooled and target date funds to ensure they remain within allowable ranges or are rebalanced when necessary.
  • Monitor implementation of the URS rebalance policy to keep asset classes and subclasses within allowable ranges or rebalance them when necessary; review monthly asset allocation and variance reports presented to the Retirement Board and independently calculate and verify variance report data.
  • Complete required divestment reporting and notifications to the Utah Legislature and affected investment managers.
  • Maintain regular and reliable attendance, maintain strict confidentiality, and perform other duties as assigned.
  • Travel occasionally for office business. Ensure tasks are completed with close attention to detail.
Desired Qualifications
  • Specific experience in investment compliance at a public pension plan with defined benefit and defined contribution programs, oversight of alternative investments, securities regulations and filings, institutional investing, or investment auditing is preferred.
  • An advanced degree is preferred.
  • Credentials such as Chartered Financial Analyst, Certified Securities Compliance Professional, or Certified Public Accountant are preferred.
