Requirements
  • Experience in project management for IT lifecycle development and management support services for government or large organizations.
  • Experience with the full system development lifecycle including requirements elicitation, analysis and validation, system design, code generation, testing, deployment, and documentation.
  • Experience with development, support and evolution of designs, customizations, and process automation such as interfaces, templates, scripts, workflows, and reports; delivering validated products that meet standards, policy and business requirements.
  • Experience with systems integration and engineering services focusing on service oriented architecture and the reuse of existing components (FDA, HHS or other sources).
  • Experience with data migration and data management activities including development and execution of data architectures, data policies, practices, and procedures for full data lifecycle management.
  • Experience with operations and maintenance support including maintaining lights-on availability, reliability, and security of IT portfolios, analyzing impact of infrastructure and software upgrades, capacity planning and change impact reporting.
  • Experience with transition activities including transition-in and transition-out of activities to ensure smooth handover and knowledge transfer.
  • Familiarity with the Enterprise Performance Lifecycle Agile Methodology used by FDA and HHS.
Responsibilities
  • Task 1: Project Management at the Task Order level to establish control, management, monitoring and notification mechanisms to ensure milestones and performance measures are met; use FDA supplied templates or draft templates for COR approval where needed.
  • Task 2: O&M and Data Management Architecture Support to formulate end-to-end automated systems supporting CFSAN business processes; identify tools and technologies that work together to satisfy changing needs.
  • Task 3: Development, Modernization, and Major Enhancement covering the full lifecycle for database, application and tool development including requirements elicitation, analysis and validation; system design; code generation; testing; deployment; documentation; development and support of interfaces, templates, scripts, workflows, analytics access, and reports; ensure deliverables meet standards and requirements.
  • Task 4: Systems Integration and Engineering Services focusing on development and deployment of integrated information systems with an SOA orientation and reuse of existing components.
  • Task 5: Data Migration and Management Support for data architectures, data policies and data lifecycle management.
  • Task 6: Operations and Maintenance and Support Services to maintain IT systems, ensure availability, reliability and security, maintain code and documentation, analyze impact of changes and provide help desk support.
  • Task 7: System and Data Disposition involving retirement and consolidation of systems and data at appropriate lifecycle disposition stages.
  • Task 8: Training Support for O&M and Data Management Environment including assessing user capability, preparing training plans and materials, and delivering training sessions.
  • Task 9: Transition Activities including transition-in and transition-out to ensure smooth handover of activities, knowledge, data and artifacts.
Desired Qualifications
  • Experience with training development and delivery for government IT systems.
  • Familiarity with FDA Enterprise Performance Lifecycle methodology and governance; ability to align project management practices to EPLC.
  • Experience in reusing and integrating existing FDA or HHS components in system development and modernization.
  • Knowledge of data governance, data architecture, and data quality practices in a regulated environment.
