Requirements
  • At least two years of relevant experience, or an undergraduate degree if no experience is available.
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency in Microsoft Office products, including Microsoft Word, Excel, PowerPoint, and Publisher, as well as Adobe and related tools and technology.
  • Strong written and verbal communication skills.
  • U.S. citizenship is required.
  • Eligibility for a Facility Access Authorization, also referred to as an Employment Authorization, by the U.S. Government's designated Security Office.
Responsibilities
  • Undertake studies and analyses to identify areas for productivity improvements.
  • Apply an integrated organizational process to proactively plan for human resource surpluses or shortages.
  • Forecast the agency's human resource needs and build business cases accordingly.
  • Streamline employee-related daily operations to ensure efficient staffing with available staff.
  • Provide workforce planning with strategies to close resource and capability gaps.
  • Update the Workload-Analysis-and-Projection Tool, an Excel-based tool used for staffing business cases, succession planning, and backup plans.
  • Create and update employee performance evaluation materials, competency area descriptions, and position descriptions.
  • Conduct workforce impact assessments covering new organizational processes, activities, staff, work-area responsibilities, employee development needs, and related changes.
  • Deliver, enhance, and expand financial-related training courses to support transformational changes in financial business processes and systems.
  • Support workforce planning and ongoing organizational change and transition enhancements.
  • Provide workforce planning, organizational-change implementation, and human resources services to maintain appropriate staffing levels and capabilities.
  • Align business transformation initiatives and services to produce measurable improvements in the agency's use of financial systems.
  • Produce thorough, accurate, and appropriately documented work products that comply with established criteria and meet milestones and delivery schedules.
  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in accordance with Federal Travel Regulations.
