Requirements
  • Strong understanding of healthcare systems and regulatory compliance, including HIPAA and the Centers for Medicare & Medicaid Services.
  • Proficiency in modern development frameworks such as .NET, Java, Angular, and React, along with SQL and NoSQL database technologies.
  • Experience with API integration, microservices, and cloud platforms such as Azure and AWS.
  • Leadership experience with Agile methodologies, including Scrum or Scaled Agile Framework.
  • Ability to manage multiple projects and prioritize work in a fast-paced environment.
  • Strong analytical, problem-solving, and critical-thinking skills focused on data-based decision-making and business outcomes.
  • Effective communication and interpersonal skills across technical and non-technical audiences.
  • Experience in application security and vulnerability remediation.
  • Familiarity with DevOps tools, continuous integration and continuous delivery pipelines, source control, and automated testing.
  • Business acumen in payer operations such as claims processing, electronic data interchange, or member engagement systems.
  • At least 10 years of experience in Information Technology and Services, including at least 7 years in application development and support and 3 years in a supervisory position.
  • Ability to lift up to 15 pounds at times.
  • Ability to sit for prolonged periods and work at a computer.
Responsibilities
  • Oversee the full software development lifecycle for health insurance systems, including enrollment, claims, provider networks, and customer portals.
  • Lead application modernization efforts, including cloud migration and refactoring monolithic systems into microservices.
  • Collaborate with business and product teams to understand requirements and translate them into technical solutions.
  • Ensure adherence to regulatory and security standards, including HIPAA and HITRUST.
  • Drive adoption of best practices in coding, testing, DevOps, and Agile delivery.
  • Manage resource allocation, project timelines, and development budgets.
  • Evaluate and implement tools, technologies, and architectures to optimize application performance.
  • Coordinate with infrastructure, data, and cybersecurity teams to ensure system integrity and scalability.
  • Resolve complex technical issues and lead root-cause analysis to prevent recurrence.
  • Provide regular updates and reports to senior Information Technology leadership and business stakeholders.
  • Influence cross-functional stakeholders, including product, compliance, and operations teams.
  • Maintain accountability for performance monitoring, policy enforcement, termination processes, disciplinary actions, hiring, compliance, team development, and accurate personnel records.
Desired Qualifications
  • A bachelor’s degree in Computer Science, Information Systems, or a related field.
  • Experience in the health insurance or healthcare technology sector.
  • Experience leading large-scale digital transformation initiatives and enterprise modernization programs.
  • Experience modernizing enterprise platforms such as Salesforce, Pega, SAP, or other enterprise software-as-a-service or commercial platforms.
  • Product management or product-oriented technology leadership experience.
  • Experience in startup, innovation, or high-growth environments with rapid execution and continuous learning.
  • Experience leading cross-functional teams through organizational change, technology transformation, and modernization initiatives.
  • Experience leveraging artificial intelligence, automation, and modern software engineering practices to improve developer productivity, accelerate software delivery, and drive business outcomes.
