About the job

Requirements
  • A systems engineering or solutions engineering background with strong customer-facing and pre-sales instincts.
  • Working knowledge of counter-unmanned aircraft systems (C-UAS), air defense, or protective operations doctrine and concepts of operations.
  • Ability to translate operational doctrine and legal authorities into clear, structured written software requirements.
Responsibilities
  • Establish and maintain the authoritative counter-unmanned aircraft systems lexicon and standardized terminology across simulation briefings, after-action reviews, and product collateral.
  • Map user choices in simulation environments to tactical and legal doctrine gaps to improve automated performance feedback.
  • Author analytical cards explaining the significance of user decisions using real-world doctrine and historical precedents.
  • Design sector-specific scenarios by engineering prompts and configuring workflows in generative AI tooling to generate, validate, and scale content under human-in-the-loop quality controls.
  • Develop simulation types including crowd-violence dynamics, embedded-advisor tasks, diplomatic negotiations, and resource-allocation gamification.
  • Collaborate with product engineering to map international military and civil aviation frameworks, bilateral rules of engagement, and host-nation authorities so simulation friction points reflect foreign regulatory realities.
  • Deliver technical live demonstrations with the Principal during client pitches, capture client requirements, and lead post-demonstration walk-throughs.
  • Support commercial readiness by validating pricing tiers, target-client segmentation, and packaging strategies in real engagements.
Desired Qualifications
  • Recent TS/SCI clearance exposure or experience working in TS/SCI environments is preferred; an active TS/SCI clearance is not required, but recent prior clearance or practical experience supporting secure or classified settings is ideal.
  • Prior U.S. military, Department of Defense, Department of Homeland Security, or Department of State experience.
  • Experience with modeling and simulation or training platforms and scenario design.
  • Familiarity with prompt engineering or using generative large language model workflows for rapid content design.
  • Exposure to government acquisition and requirements documentation practices, such as Department of Defense or Department of Homeland Security procurement frameworks.

Simplify's Take

What believers are saying

  • March 2025 OASIS+ eligibility restored access to a ten-year governmentwide contract vehicle.
  • Q2Impact still reports active USAID, DoD, and CDC work across 43 countries.
  • Case studies show repeatable wins in defense knowledge portals and USAID learning activities.

What critics are saying

  • USAID dependence leaves revenue exposed as Washington reprioritizes foreign assistance in 2025-2026.
  • The 2025 OASIS+ exclusion fight exposed compliance risk around Huawei equipment and Section 889.
  • If OASIS+ task orders do not convert, Q2Impact loses a major growth engine.

What makes Q2Impact unique

  • 2022 rebrand united QED Group and Georgetown Strategy Group under CEO R. David Harden.
  • Q2Impact combines M&E, global health, organizational development, knowledge management, and innovation.
  • Its OASIS+ win and 95-country footprint validate deep federal-implementer credibility.
