Requirements
  • At least three years of applicable supervisory experience, or sufficient education and experience to demonstrate competency and knowledge of modern supervisory practices.
  • Extensive customer service skills and the ability to communicate effectively orally and in writing, establish effective working relationships, maintain a courteous and professional manner, and facilitate teamwork.
  • Completion of required job-specific training courses, including C-TRAN policies and procedures, Department of Transportation-approved collision investigation certification, emergency response, First Aid/CPR, customer service, Americans with Disabilities Act sensitivity training, reasonable suspicion drug and alcohol testing, bloodborne pathogens, defensive driving, fare policy, and diversity and harassment prevention.
  • Thorough understanding and ability to apply Operators' labor contract, with working knowledge of labor contracts applicable to other Operations divisions.
  • Ability to work in a fast-paced, multitasked environment.
  • Ability to develop technical expertise in operating and assessing system problems for dispatch equipment and software support systems.
  • Regular, dependable attendance.
  • Valid driver's license from the state of residence and a good driving record.
  • Ability to obtain a Commercial License Permit before training begins and obtain a Commercial Driver's License within the specified timeframe.
  • Ability to pass an employment physical examination and drug test.
  • Ability to perform the essential functions of the position with or without reasonable accommodation.
  • Ability to promote and model safety within the department and agencywide.

Responsibilities
  • Provide staffing relief as required in the absence of other Operations Supervisors.
  • Provide leadership and facilitate communication between Operations Supervisors, operating and maintenance personnel through dispatch computers, consoles, and communications equipment.
  • Supervise, mentor, and evaluate Operators, and commend or counsel employees consistent with C-TRAN policies, operating procedures, and the labor agreement.
  • Assign open work assignments to standby, extra-board, and off-duty Operators in accordance with the labor agreement and applicable policies and procedures.
  • Assign buses to routes, monitor vehicle availability, communicate mechanical concerns to Maintenance staff, and manage vehicle substitutions in the field.
  • Monitor bus operations and route performance, collect and analyze information from observations, bus rides, customer and operator surveys, and customer comments, and develop proposals to correct schedule and service deficiencies.
  • Investigate accidents and incidents on site in accordance with technical training and risk-management guidelines.
  • Develop and implement route detours and provide related information; assist with route design, paddles, and route profiles for special events.
  • Monitor operator reporting at the dispatch window and disseminate safety issues, detours, confidential memoranda, notices, policies, and procedures.
  • Manage emergency situations by directing field operators, facilitating 911 responses, and coordinating operations supervisors, contracted security, maintenance, and management personnel.
  • Respond to inquiries from C-TRAN departments, outside organizations, and the public; provide information or refer matters appropriately; and investigate and determine customer comments.
  • Maintain positive public relations with customers, the public, operators, elected union representatives, coworkers, and C-TRAN personnel.
  • Prepare and maintain supervisory logs, reports, operating statistics, memoranda, and related records.
  • Assess incident reports and enforce the Washington State Unlawful Bus Conduct Code, the City of Vancouver Transit Center Ordinance, and C-TRAN policies, including excluding patrons who violate applicable laws and rules.
  • Use radio equipment, CAD/AVL/MDT, computers, digital voice systems, and voice recording systems.
  • Administer the Drug and Alcohol Policy by providing notifications, duty relief, and monitoring operators for random and post-accident testing.
  • Monitor and assess transit facilities for damage.
  • Assist Operations Planning staff with data collection and documentation for facilities and service planning.
  • Operate a bus in an emergency as outlined in the labor contract.
  • Remain on call to assist during adverse weather conditions and major special events.
  • Perform other related duties as assigned.
