Curtiss-Wright installs training simulator at TerraPower's Natrium nuclear site in Wyoming

Curtiss-Wright has delivered and installed a Stage 1 Training Simulator at TerraPower's Natrium site in Kemmerer, Wyoming. The full-scope simulator replicates plant equipment and system conditions to support operator training and licensing. It runs on Curtiss-Wright's 3KEYMASTER simulation software. George Piccard, vice president of plant operations at TerraPower, said the simulator lays the foundation to scale a qualified nuclear workforce across future Natrium plants. Under earlier contracts, Curtiss-Wright will also develop the Distributed Control Systems and the Reactor Protection System for the plant. The Natrium design pairs a 345-megawatt sodium-cooled fast reactor with a molten salt energy storage system that can lift output to 500 megawatts. Kemmerer Unit 1 is expected to be the first utility-scale advanced nuclear plant.

Nuclear Safety and Security Commission faces SMR licensing bottleneck as 2028 applications outpace 2032 review standards.

Nuclear Safety and Security Commission faces SMR licensing bottleneck as 2028 applications outpace 2032 review standards. Byeongku Lee 2026.10.09 08:00 KST Korea's i-SMR and international MSR/SFR projects risk 3-4 year delays amid regulator staffing and TI-RIPB framework gaps Concept rendering of the innovative small modular reactor (i-SMR). Provided by Korea Hydro & Nuclear Power Domestic companies are expected to submit their first construction licensing applications for next-generation small modular reactors (SMRs) around 2028. However, experts warn of a potential "regulatory bottleneck," as the technical standards and review methodologies needed for these assessments will not be fully ready until 2032. A key cause cited is a shortage of personnel for licensing reviews and deliberations. According to materials titled "Strategy for Establishing Safety Regulations in Response to SMR Commercialization," submitted by the Nuclear Safety and Security Commission (NSSC) to Representative Hwang Jung-a of the National Assembly's Science, ICT, Broadcasting, and Communications Committee on the 7th, U.S. company TerraPower plans to file construction licensing applications for its non-light water SMR "Natrium" between 2028 and 2029. SMRs are next-generation reactors that have smaller output than conventional large nuclear power plants but offer higher safety and flexibility in siting. They are broadly divided into light water SMRs, which, like large reactors, use water as the reactor coolant, and next-generation non-light water SMRs such as molten salt reactors (MSRs), which use different cooling systems. The government's light water SMR under development, the "innovative small modular reactor (i-SMR)," is scheduled to apply for a construction license in 2028. 과학 워크지 다운로드 For non-light water SMRs, the operating principles of nuclear fuel, coolant, and safety systems differ significantly from those of large reactors, making it impossible to simply apply the existing technical standards designed for light water reactors. Each reactor design will require its own tailored technical standards. A pre-application review system will be introduced in November 2026, allowing developers to request regulatory review of reactor designs and engage in discussions with the regulator before formally filing for licensing. According to data submitted by the NSSC, three non-light water designs are expected to seek pre-application review in 2027, and in 2028, two light water designs and three non-light water designs are projected to do so. TerraPower is developing a sodium-cooled fast reactor (SFR) that uses liquid sodium as the coolant. Korean companies SK Innovation and Korea Hydro & Nuclear Power (KHNP) are participating in the consortium. Denmark's Salt Power Energy has formed a consortium with KHNP and Samsung Heavy Industries to apply in 2029 for construction licensing of the MSR "seaMSR-100." This raises concerns that, even after filing construction license applications, projects could face a 3-4 year gap without applicable review standards. However, the timing and likelihood of SMR licensing applications listed in the submitted materials reflect only each developer's plans, and the actual filing dates may change depending on progress in development. The NSSC plans to introduce a new technology-inclusive, risk-informed, performance-based (TI-RIPB) evaluation framework and establish roughly 34 notices and regulatory guides. The target date for completing this work, however, is set for 2032. The commission explains that, assuming sufficient organization, staffing, and budget are secured, the minimum regulatory framework needed for licensing applications will be in place by 2032. A shortage of personnel has been identified as the biggest obstacle to fully establishing review standards. At present, a single temporary department - the Small Modular Reactor Safety Division - is handling SMR regulatory policy, development of laws and technical standards, licensing, and international standardization, effectively doing the same work as multiple divisions responsible for large reactors. Regulatory resources are being prioritized for reviewing the standard design certification of the i-SMR, a light water SMR that can use the existing licensing approach. Workload is further increasing because licensing volumes for large reactors are also rising, including nine units for continued operation and two new units. The NSSC estimates that each reactor design requires 15-20 dedicated reviewers, yet currently only one light water design - the i-SMR - has a team of 18 dedicated reviewers assigned from its affiliated institution, the Korea Institute of Nuclear Safety (KINS). Not only reviewers but also members responsible for technical deliberation need to be reinforced. According to staffing estimates submitted by the NSSC, personnel required for SMR-related deliberations should increase from 33 in 2027 to 37 in 2028, and to 39 in 2029-2030. Discussions with relevant ministries on securing the necessary organization and manpower are, for now, only listed as a task for the second half of this year. "The NSSC does not expect to be able to build the regulatory foundation in time for multiple reactor designs to seek licensing in the early 2030s unless the current response system and resources are drastically expanded," the commission concluded. According to Representative Hwang's office, the U.S. Nuclear Regulatory Commission (NRC), following Administrative Order No. 14300 issued in May 2025, upgraded the Division of Advanced Reactors and Non-Power Production and Utilization Facilities (DANU), which had a workforce of about 80-100 under the Office of Nuclear Reactor Regulation (NRR), to the Office of Advanced Reactors (OAR), an organization on par with the NRR, and is increasing staff to 310-330. Commercial SMR approvals are continuing, including the recent construction license granted for an SMR project applied for by the Tennessee Valley Authority (TVA). A report published on July 22 last year by the Nuclear Energy Agency (NEA) under the Organisation for Economic Co-operation and Development (OECD) found that Korean SMR technologies such as the i-SMR and the export-oriented SMART100 are highly rated overall. However, most domestic reactor designs received low scores in the "licensing" and "siting" evaluation categories. "Our SMRs are globally recognized for their technological capabilities, but we are blocked at the threshold of moving into demonstration and construction," Representative Hwang said. "The United States is accelerating, having issued commercial SMR construction licenses just this year, while our companies may have to wait three to four years after filing construction license applications for the review standards to be completed." She added, "To ensure timely reviews that still protect safety, the NSSC and relevant ministries must take a more proactive role in building regulatory expertise and human resources, so that we do not miss the golden time for SMR commercialization."
