Requirements
  • Eight years or more of emergency management experience dealing with incident response and recovery and/or emergency management planning
  • Six years or more of experience in exercise design
  • Two years or more of Training and Exercise Program management
  • Two years or more of training experience or possess a Train-the-Trainer certification
  • Technically competent with Microsoft Office 2016 products or later
  • Proficient with Microsoft Office Products (Word, Excel, PowerPoint, Publisher, & Adobe)
  • Consecutive employment in a position with comparable responsibilities within the past five years
  • WebEOC proficiency (Juvare product) and ability to serve as Situation Unit Leader and/or Documentation Unit Leader
  • U.S. Citizenship required
  • Ability to submit to varying levels of background investigative requirements, up to a Top Secret or DOE Q clearance
  • Facility Access Authorization eligibility (Employment Authorization) by the U.S. Government Security Office
  • Must be able to travel occasionally
  • Experience with Homeland Security Exercise and Evaluation Program (HSEEP)
  • Train-the-Trainer certification or training experience
  • Certifications: Homeland Security Exercise and Evaluation Program, Professional Development Series (EMI) optional as desirable
  • Security clearance eligibility up to Top Secret or DOE Q clearance
Responsibilities
  • Provide Emergency Management Program Support, Development, implementation and sustainment of the Emergency Management Program as an on-site contractor fulfilling task order execution and support and off-site work product development
  • Support to develop plans, policies and procedures; including, business analysis to support synchronization of other plans and programs within AOC
  • Support to develop and execute training events and exercises, to include awareness campaigns and outreach programs
  • Support to develop and maintain an EM Improvement Plan based upon After Action Reports, lessons learned and best practices
  • Develop materials and facilitate program development and status briefings adaptable to various audiences, spanning senior level management to blue collar staff
  • Incident support during emergencies to assist the Incident Command Post or Emergency Operations Center; and,
  • On-site, at least one day per week, for identified short-term work projects in addition to the above
  • Emergency Management Program Development: Assist the SFEP with development and implementation of the AOC’s Emergency Management Program and Strategic Planning efforts
  • Emergency Preparedness Training: Provide emergency preparedness training tailored to several subordinate organizations within AOC across multiple locations and shifts
  • Emergency Management Exercises: Support multiple exercises, understanding and applying Homeland Security Exercise and Evaluation Program concepts
  • Emergency Management Corrective Actions Program: Collaborate to develop, implement and maintain an AOC-wide emergency management corrective actions program
  • Exigent and Crisis Operations: Provide support during incidents to the Incident Command Post and/or Emergency Operations Center; and post incidents to SFEP and/or organizations
  • Design and Construction Documentation Review for Impacts: Survey construction projects for impact to emergency response operations or AOC’s emergency preparedness protective actions
Desired Qualifications
  • Professional Development Series certificate from the Emergency Management Institute
  • Homeland Security Exercise and Evaluation Program certificate from the Emergency Management Institute
  • Local or state government emergency management certifications may be considered a plus
  • Experience with conducting large-scale exercises and improving emergency management programs is a plus
