Requirements
  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or related field
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients
  • Certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP preferred
  • Technical skills include independent engineering review; U.S. Department of Energy Loan Programs Office style documentation discipline; technical due diligence; risk assessment; assurance audits; control testing; evidence review; data room review; information request tracking; report writing; Excel-based analysis; stakeholder coordination; and clear presentation of findings for credit, construction, monitoring, and certification decisions
  • Competencies including technical judgment, independence and objectivity, analytical rigor, attention to detail, defensible documentation, client service orientation, cross-functional collaboration, issue escalation, quality mindset, schedule discipline, and ability to translate technical evidence into actionable risk, compliance, and financing implications
  • Ancillary requirements such as data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, evidence reviews, draw package checks, issue closure tracking, and preparation of independent engineer reports for DOE, LPO, credit, and program governance stakeholders
  • Proficiency with business tools including Microsoft Office (advanced Excel, Access, Outlook, PowerPoint, Word), Adobe Acrobat, data analytics tools, Visio; ability to learn other tools quickly
  • Security clearance as a potential requirement due to federal engagements
  • Willingness to work remote but travel as needed across CONUS
Responsibilities
  • Provide Independent Engineering advisory support for Energy Dominance Financing program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on assurance audits, control testing, evidence review, and reporting integrity
  • Review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, validate assumptions, support conditions precedent and disbursement readiness reviews where applicable, and prepare defensible work products including audit protocols, workpapers, findings logs, corrective action tracking, and quality-assured reporting
  • Coordinate with engineering, finance, legal, construction, operations, environmental, health, safety, and project controls stakeholders to support timely lender and Department of Energy decision-making
  • Participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, and CP evidence reviews as part of Independent Engineer deliverables
  • Prepare Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders for credit, construction monitoring, and certification decisions
  • Contribute to the governance/compliance aspects of the EDF advisory team, including documentation discipline, due diligence, and reporting integrity
