Requirements
  • At least 10 years of experience in defense manufacturing, explosive processing validation, or comparable U.S. Department of Defense ammunition, energetics, propellant, missile, or propulsion manufacturing programs with direct process qualification responsibility.
  • Demonstrated experience with process qualification, First Article Testing, Lot Acceptance Testing, material and batch traceability, configuration control, and nonconformance and corrective-action processes in energetic or highly hazardous process environments.
  • A bachelor's degree in Chemical Engineering, Mechanical Engineering, Explosives Engineering, Materials Science, or a related technical discipline; equivalent education and extensive relevant experience will be considered.
  • Working knowledge of Department of Defense explosives safety standards, process safety management for energetic materials, and applicable federal facility criteria.
  • Hands-on experience with commissioning, start-up, Factory Acceptance Testing, Site Acceptance Testing, functional and integrated systems testing, and operational readiness validation of hazardous process systems and critical process utilities.
  • Ability to develop and critically review test plans, procedures, sampling plans, acceptance criteria, stage-gate criteria, and independent readiness assessment packages.
  • Ability to produce clear, defensible reports and brief senior and government audiences.
  • Ability to collaborate with multi-party teams including technology providers, engineering, procurement, and construction/general contractor contractors, equipment vendors, owners, and government representatives.
  • Ability and willingness to deploy to client manufacturing sites and federal installations for extended periods during design, construction, start-up, and qualification phases.
  • Ability to pass a general background check.
  • Fluent spoken English.
Responsibilities
  • Lead technical validation of energetic material processing systems, production equipment, and associated safety-critical systems in defense manufacturing environments.
  • Develop, review, and refine commissioning, start-up, operational readiness, and production qualification requirements, plans, procedures, and stage-gate criteria for energetic and hazardous process facilities.
  • Direct, witness, and validate Factory Acceptance Tests, Site Acceptance Tests, Pre-Functional Checks, Functional Performance Tests, Integrated Systems Testing, and vendor start-up activities for process production equipment and critical utilities.
  • Support production qualification and government acceptance readiness activities, including requirement traceability, sampling plans, acceptance criteria, configuration control verification, and independent readiness assessments.
  • Review or witness First Article Testing, pilot and initial production runs, Lot Acceptance Testing, and related qualification activities; prepare independent technical readiness assessments and supporting documentation packages.
  • Validate safety interlocks, emergency shutdown logic, hazardous exhaust systems, spark-proof heating, ventilation, and air-conditioning systems, pressure cascade controls, redundancy and failover features, and other safety-critical elements specific to explosives and energetic material processing.
  • Maintain issue, nonconformance, corrective-action, and retest registers for energetics systems and drive issue resolution and closure.
  • Provide independent technical review of design submittals, technical data packages, specifications, test plans, and operations and maintenance documentation for energetic process systems and associated utilities.
  • Support incorporation of commissioning, qualification, and acceptance requirements into procurement documents, scopes of work, responsibility matrices, and contract documents.
  • Coordinate technical interfaces related to Department of Defense explosives safety standards and process validation requirements as they apply to operational readiness.
  • Prepare technical reports, readiness recommendations, and briefings for senior management, clients, and government stakeholders.
  • Team with or lead other commissioning professionals, mentor junior personnel, and contribute to Parsons' energetics and hazardous-process commissioning capabilities.
Desired Qualifications
  • Professional Engineer registration.
  • Prior experience at U.S. Army arsenals, ammunition plants, or comparable energetic manufacturing facilities.
  • Experience integrating or validating industrial control systems, supervisory control and data acquisition process controls, and safety interlocks in hazardous or explosive environments.
  • Familiarity with cybersecurity requirements applicable to process control systems in defense manufacturing settings.
  • ASQ, Lean Six Sigma, or equivalent quality and process-improvement certifications.
  • Prior hands-on or journeyman experience in chemical process operations, explosives handling, or related trades.
  • Ability to speak Korean.

Anduril is unhappy that it did not land spots in both portions of a $1.5 billion Homeland Security Department contract for counter-unmanned aircraft systems. The company won a position as one of the comprehensive service providers in track two, but did not receive an award in track one for hardware/software and ancillary services. Anduril is challenging DHS' evaluation of its proposal and argues that it should have received awards for both tracks of the five-year C-UAS vehicle, awarded earlier this month. Track one winners are BAE Systems, CACI International, Dedreone Defense, D-Fend Solutions, EMS Defense Technologies, Fortem Technologies and Leidos. Anduril's competitors in track two are Astrion, BAE, Booz Allen Hamilton, General Dynamics IT, Leidos and Parsons Corp. DHS received 57 offers for track one and 47 for track two. Bidders could pursue both tracks if they wanted to. Anduril filed its protest on Aug. 12. A Government Accountability Office decision is due by Nov. 20.

Parsons shares plunge 35% after missing revenue estimates by $30B

Pomerantz Law Firm is investigating potential securities fraud claims against Parsons Corporation and certain officers or directors on behalf of investors. The investigation follows Parsons' 29 July 2026 second-quarter financial results, which showed revenue of approximately $1.58 billion, missing consensus estimates by $30 billion. The company also lowered its full-year revenue guidance from $6.5 billion–$6.8 billion to $6.2 billion–$6.5 billion, and sharply reduced its adjusted EBITDA and cash flow guidance. During an earnings call, Parsons disclosed it had divested certain contracts and exited two programmes facing staffing, supply chain and management challenges. Following the announcement, Parsons' share price fell $21.71, or 35%, closing at $40.32 on 29 July 2026. Affected investors are being advised to contact the law firm.
