Requirements
  • A bachelor's degree is required.
  • A minimum of 8 years of experience is required in proposal costing, pricing, estimating, financial analysis, or proposal management.

Responsibilities
  • Lead development of complex cost proposals for quantum platforms across federal, state, and commercial opportunities.
  • Develop detailed labor, platform usage, material, subcontractor, travel, capital equipment, and indirect cost estimates.
  • Create and maintain proposal cost models, pricing analyses, and financial scenarios.
  • Review technical requirements and Statements of Work to ensure complete and accurate cost capture.
  • Develop Bases of Estimate supported by historical data, market intelligence, and technical inputs.
  • Support bid and pursuit teams with pricing strategies that balance competitiveness, profitability, and risk.
  • Evaluate cost, schedule, and technical tradeoffs to support strategic decision-making.
  • Identify risks, assumptions, opportunities, and potential cost drivers during proposal development.
  • Ensure proposal compliance with applicable federal requirements and company policies.
  • Support audits, fact-finding activities, and customer negotiations.
  • Maintain documentation supporting proposal traceability, accuracy, and audit readiness.
  • Collaborate with contracts and finance teams to ensure compliant proposal submissions.
  • Lead proposal cost teams through all phases of proposal development.
  • Facilitate cost reviews, challenge assumptions, and drive timely completion of deliverables.
  • Serve as a key advisor to capture managers, proposal managers, and program leaders.
  • Improve estimating methodologies, forecasting models, and proposal development processes.
  • Establish standard templates, tools, and best practices to enhance quality and efficiency.
  • Develop reusable cost libraries, historical databases, and estimating benchmarks.
  • Own end-to-end development of cost volumes for government and commercial proposals.
  • Develop cost strategies aligned with customer requirements, competitive positioning, and business objectives.
  • Perform proposal financial modeling, margin analysis, and basis-of-estimate development.
  • Coordinate cross-functional inputs from technical, supply chain, manufacturing, operations, finance, and program management teams.
  • Ensure compliance with government regulations, customer requirements, and company policies.
  • Prepare proposals for review, executive pricing reviews, and customer audit support.
  • Continuously improve proposal processes, tools, templates, and estimating methodologies.

The company said Tuesday the award will support research and domestic manufacturing for its trapped-ion quantum computers. Additionally, the funding comes through the CHIPS and Science Act. Quantinuum plans to use the money to develop technology needed for large-scale, fault-tolerant quantum computers. The agreement follows a letter of intent announced in May. Meanwhile, the project will expand Quantinuum's U.S. supply chain through partnerships with GlobalFoundries Inc. (NASDAQ: GFS) and Monarch Quantum. The companies will supply semiconductor, laser and optical technologies for future quantum systems. Quantinuum builds computers that use electrically charged atoms, called ions, as quantum bits or qubits. Conventional computers store information as bits representing either zero or one. Quantum computers work differently because qubits can represent combinations of zero and one while calculations are underway. Consequently, researchers can manipulate groups of qubits to tackle certain problems differently from conventional machines. Quantinuum traps individual ions using electromagnetic fields and controls them with precisely aimed lasers. The ions act as qubits while their quantum states carry information through a calculation. However, quantum states are extremely fragile, and environmental disturbances can introduce errors into calculations. Fault-tolerant systems use error-correction techniques designed to detect and repair those mistakes without destroying the quantum information. Quantinuum said the federal award will help develop the manufacturing infrastructure required to scale that approach. Additionally, the company wants to improve the reliability and repeatability of components used across its machines. Quantinuum building supply chain needed to scale fault-tolerant systems.
