About you and this role

Dow has an exciting opportunity for an Environmental Delivery Specialist located in Orange, TX! In this role, you will share with the EH&S Delivery Leader the responsibility to implement, coordinate, execute and maintain a proactive facility-specific environmental management system to meet business objectives and maintain the license to operate and to increase individual awareness and accountability for environmental requirements, by providing a local Subject Matter Resource to coach plant personnel on environmental responsibilities, goals and the effective application of environmental work processes. This job may be applied within a specific unit or may be leveraged across the hub. Ownership of the work processes and requirements heavily impacts the success of the company.

Responsibilities

Compliance Management

Ensure ongoing compliance with all applicable permits and regulations (air, water, waste).

Verify ongoing compliance with hourly and annual emission limits, permit conditions, and regulatory requirements periodically.

Develop/Maintain permit compliance systems and records including supporting documentation of permit/regulatory calculations (emissions, containment volume,) and assumptions (vendor data, models, performance tests).

Initiate permit renewals and modifications as needed or required (working with Leveraged Delivery and/or consultants, as needed). Provide data and other information to air permit managers to prepare permit-by-rules and/or permit amendment applications for emission or operational changes.

Modify facility compliance documentation associated with changes.

Work with facility personnel to implement compliance changes.

Provide facility-level training on permit/regulatory changes.

As needed, collaborate across departments in GPM (Global Project Methodology) Process to ensure that project scope and timelines incorporate Environmental considerations and potential competitive advantages for Dow.

Perform environmental related reviews and projects (facility MOCs).

Conduct periodic self-assessments as required or needed.

Conduct Reasonable Inquiry, compile and submit reports as per plant/facility/site specific procedures.

Self-assessments shall be conducted under regional immunity/auditing rules (Texas EH&S Audit Privilege Act); prepare correspondence for discovered violations; ensures timely use of EAT/CPA.

Notify, report, and record unplanned events in accordance with local regulatory/permit requirements by following site specific procedures.

Ensure compliance events are documented in the IM tool, including when updates are needed (i.e., when a Notice of Violation (NOV) is received or a fine proposed/paid).

Prepare response as requested for Notice of Enforcement and Notice of Violation responses for EH&S Delivery Leader.

Implement global EH&S management systems (work processes, standard, procedures).

Environmental Reporting

Collect, input and calculate environmental emissions information to demonstrate compliance with rolling 12-month emission limits, hourly permit limits, annual emissions inventory, GHG, SARA 311/312, Toxic Release Inventory and monthly Task Force on Climate Related Financial Disclosure (TCFD). Report emissions, waste, and wastewater inventories in accordance with the GEI (Global Emissions Inventory) standard within specified timelines.

Document reasons for significant changes in annual emissions/waste/wastewater and monthly TCFD data.

Maintain monitoring plans (TCFD, GHG) and reporting operating discipline (facility data capture plans)

Prepares periodic Environmental reports (MACT, Title V) using document work processes/procedures and collecting/maintaining documentation to support results.

Partner Collaborations

Provide on-going support and feedback to operations/leadership on environmental performance.

Partner with operations staff to complete training and demonstrate high-level understanding of the process overview of facility with a specific focus around control device operating scenarios, waste and storm water discharge locations (outfalls, WWTP), and points of waste generation.

Provide environmental support to facilities by answering questions, training on regulatory/permit requirements, and supporting day-to-day activities.

Coach operations, maintenance, and project teams on requirements and partner with the facility to implement updates or changes to existing requirements.

Review emission/waste/water data with facility and business aligned technology centers to validate differences and verify calculation methodologies.

Participate and/or lead root cause investigations for compliance related events (deviations, violations) and ensure follow-up actions to prevent recurrences that are addressed. Along with Operations leadership, drive timely resolution of compliance gaps using tools like EAT/CAPA.

Participate in and provide data for environmental portion of internal audits and agency investigations.

Partner with Document Management Systems team to maintain recordkeeping used to demonstrate compliance in accordance with our records retention policy. Ensure Legal Hold documentation is preserved as required.

Partner with TX Regional/Leveraged Environmental group for implementation or guidance on permitting, regulatory support and/or environmental reporting.

Identify opportunities to streamline environmental resources and work processes.

Collaborate with appropriate groups for support on EH&S tools such as WERS, Essentials, Leakdas, facility process information systems. etc.

Seek to identify and collaborate with the facility to continuously pursue permitting or systems improvements that add value.

In partnership with the Env Tech, ensure environmental compliance tasks are completed on time, properly and documented.

In partnership with the Env Tech, perform role of ODMS 6.07 Focal Point for facility.

Qualifications

A minimum of a Bachelor's degree in Environmental, Engineering, or other related science disciplines or relevant military experience at or above a U.S. E5 or Canadian Petty Officer 2nd Class or Sergeant ranking. In lieu of a degree or military equivalence, 7+ years of relevant working experience will be considered.

A minimum of 2 years of EH&S, manufacturing or related experience required.

Middle East chemicals keep their cost edge despite Hormuz crisis. * Middle Eastern petrochemical producers retain a major cost advantage, despite the Iran war disrupting exports and forcing buyers to diversify supplies. * U.S. chemical companies are benefiting from the crisis, with plastics prices surging over 50% and Dow reporting a 27% jump in quarterly plastics segment sales. * - The Gulf's dominance is unlikely to fade, as abundant low-cost feedstocks and massive production capacity keep buyers dependent on the region. Despite the Iran war and the Hormuz crisis, the Middle East's low-cost chemicals production is set to retain its long-term advantage over other regions. Near-term shifts in the sourcing of polymers are taking place due to the current constraints in the Persian Gulf's industrial base, benefiting U.S. chemicals companies. But in the long run, the Middle East is likely to retain its buyers' base because it still has the two levers to be competitive on the global market - an extensive production base and, most of all, low-cost production with abundant naphtha supply, industry analysts and executives tell Reuters. Many buyers have moved to diversify their polymer supply due to the Middle East crisis and the fewer volumes they have received through the Strait of Hormuz since the Iran war began at the end of February. But many customers see the diversification as protection against the current crisis, not a replacement in the long run, as the low prices of the Middle East's polymers trump risks to supply for most. Thus, the cost advantage of the Middle East remains a key driver despite the Hormuz crisis. Related: Global Gas Crunch Makes Europe's Remaining Coal Plants Profitable Buyers continue to base their purchasing decisions on price, Morningstar analyst Christian Flemming told Reuters. Even as supply disruptions have prompted diversification, the current bottlenecks in the Middle East are unlikely to reduce the long-term importance and advantage of the Gulf producers in the polymer markets, a spokesperson for chemicals giant BASF told the publication. The Middle East is the world's biggest exporter of polyethylene, the most used plastic globally. Exports of polyethylene from the Middle East accounted for 43% of all global exports of the polymer last year, data from the International Trader Publications showed earlier this year. The Middle East exported 18.7 million tons out of total global exports of 43.8 million tons in 2025. North America was the second-largest polyethylene exporter last year with 15.6 million tons. Because of secure feedstocks and ample supply, North America is set to fill some of the supply gap amid the Hormuz crisis, according to International Trader Publications. Exports of polymers of propylene (or polypropylene) from the Middle East have been the least affected by the war among 12 key commodities and materials, falling by 24% between April 2025 and April 2026, the UN said in an August analysis. This drop compares with a 54% decline in combined export volumes, a massive 95% slump in LNG exports, an 83% plunge in urea shipments, an 80% slump in methanol, and a 75% crash in ammonia exports from the Middle East. But overall, as a result of the war, the prices of polyethylene and polypropylene, the world's second-most widely used commodity plastic after polyethylene, have jumped by more than 50% since March. Cheap and abundant feedstock amid soaring plastics prices have made U.S. chemicals producers the immediate winners in the global competition as the Iran war is constraining raw materials and capacity in other regions that depend on Middle Eastern supply. Higher-cost Asian petrochemicals manufacturers early this year announced reductions in capacity runs as their naphtha supply was either too expensive or trapped at the Strait of Hormuz. High energy costs continue to pressure the European chemicals industry, which has been rationalizing and idling capacity since the 2022 energy crisis. U.S. giant Dow, for example, reported net sales in the Packaging & Specialty Plastics segment of $6.4 billion for the second quarter, up by 27% from a year earlier. "This was primarily driven by higher polyethylene pricing, which lifted local price by more than 40%," Dow's chief financial officer Jeff Tate said on the Q2 earnings call in July. High dividend yields can hide weak payouts, and a four-step test helps separate real income from traps. It checks earnings with one-offs stripped out, full-year free cash flow against dividends, management's explanation, and whether debt funds the gap. Ford yields 4.99% and shows a trailing EPS of -$1.88, caused by $4.2B in one-time charges. Its debt-to-equity of 4.66 leaves the $0.60 dividend exposed to a downturn. Pfizer yields 6.03%, but its free cash flow yield is 5.60%. Clorox's roughly $405M of free cash flow fell short of about $601M in dividends. Whirlpool fails every step. It cut its quarterly dividend from $1.75 to $0.90 in 2025, paid no common dividend in the second quarter of 2026, and its shares are down 59.48% since the end of 2025. 3M and Dow pass, with payouts now covered by cash.

The 2026 Manifest Awards recognized the following honorees: Icon Award: Ursula Burns Ursula Burns, the first Black woman to serve as CEO of a Fortune 500 company, was honored with BECA's Icon Award, recognizing a career defined by extraordinary leadership, innovation, integrity and a transformational commitment to creating opportunities for others. Burns, who currently serves as Chair of the Ford Foundation Board of Trustees, Founder of Integrum and Chairwoman of Teneo, was presented with the award by Thasunda Duckett, President and CEO of TIAA. Trailblazer Award: Karen S. Carter Karen S. Carter, CEO of Dow, received the Trailblazer Award in recognition of her groundbreaking achievements, professional excellence and commitment to inspiring and advancing future leaders. Carter made history on July 1, 2026, when she became the first Black woman to lead Dow. Having joined the company in 1994, she rose through its leadership ranks to become Chief Operating Officer before assuming the CEO role. The award was presented by Jim Fitterling, Executive Chairman of Dow and Carter's predecessor as CEO. In a particularly meaningful moment, the evening brought together Burns, Duckett and Carter, three of the six Black women who have ever led Fortune 500 companies, underscoring both the significance of their accomplishments and the importance of expanding pathways to executive leadership. Corporate Champion Award: Procter & Gamble Procter & Gamble (P&G), a longstanding BECA partner and title sponsor of the 2026 Manifest Awards, received the Corporate Champion Award in recognition of its sustained commitment to leadership development, innovation, mentorship and community impact. Through its partnership and investment in BECA's mission, P&G has played a meaningful role in supporting the development and advancement of emerging marketing leaders. Marchoe Northern, President, North America Fabric Care, accepted the award on behalf of P&G. The award was presented by Gale King, retired Executive Vice President and Chief Administrative Officer of Nationwide. Inaugural Beacon of Light Award: Black Enterprise BECA introduced its newest honor, the Beacon of Light Award, recognizing an individual or organization whose vision, leadership and enduring commitment to advancing the Black business community have created a lasting, multigenerational impact. The inaugural award was presented to Black Enterprise, the influential publication that has informed, inspired and empowered generations of Black entrepreneurs, executives and business leaders since its founding in 1970 by Earl G. Graves Sr. Earl "Butch" Graves, Jr., President and CEO of Black Enterprise, accepted the award on behalf of the organization, continuing the legacy established by his father. The award was presented by Najoh Tita-Reid, Chief Brand and Experience Officer of Mars Petcare. Investing in the Next Generation of Leaders Beyond celebrating established industry icons, the 2026 Manifest Awards spotlighted the future of marketing leadership with the graduation of 17 Future Leaders from the BECA Playbook Class of 2026. The BECA Playbook, the organization's flagship leadership and development program, is designed to prepare and empower the next generation of marketing executives through learning, mentorship and professional development. The graduation ceremony recognized the achievements of the Class of 2026 and acknowledged Deloitte, which co-leads the program. As BECA celebrated five years of progress, the graduation served as a powerful reminder of the organization's commitment not only to celebrating leadership excellence today but also to cultivating the leaders of tomorrow.
