Public Safety Resource & Engagement Officer

Overview and Responsibilities

The Public Safety Resource & Engagement Officer serves in accomplishing the overall public safety mission of the College. This position supports public safety efforts at all CVTC campuses through active engagement with the campus community, including loss prevention, customer service, proactive patrols, parking enforcement, and preparedness training. The Public Safety Resource & Engagement Officer engages with employees, students, local law enforcement agencies, fire/EMS departments, and appropriate agencies on matters related to public safety.

Responsibilities:

• Create atmosphere of strong customer service with students, staff, and community members on CVTC campuses.
• Assist with College-wide security efforts to ensure safety of students, staff, and visitors.
• Ability to work a flexible schedule and travel to all CVTC campuses as needed to fulfill job responsibilities.
• Travel to and conduct proactive patrols at all Eau Claire and regional campuses.
• May provide training to new student public safety officers and serve as a resource for continued student public safety officer training.
• Provide work direction and maintain student officer training/work schedules.
• Maintain and deliver Public Safety training programs for departments throughout CVTC.
• Maintain high level of professional attitude and action when dealing with College community.
• Adhere to and motivate others to follow safety standards set forth by CVTC.
• Respond in a timely manner to all incident response requests.
• As a member of the Emergency Response Team, provide safety and security guidance and support for events, drills, and assessments of procedures.
• Maintain a professional security presence at all times.
• Support Public Safety Office administrative functions.
• Carry out College policy as it relates to campus safety, security, and parking.
• Investigate disturbances, fire hazards, suspicious persons, hazardous conditions, and other conditions on campus.
• Perform security inspections of the facilities to detect existing or potential problems and recommend corrective or preventative measures as necessary.
• In coordination with the responsible office, assist with the periodic checks and evaluation of security alarm and fire/smoke alarms to ensure proper function and report malfunction as required.
• Respond to calls for service and assist personnel as needed.
• Patrol parking areas, communicate, and enforce parking and traffic regulations in compliance with the College’s parking regulations.
• Investigate violations of law and/or College policy/procedure and forward to proper authorities.
• Provide security services for special events held on College property as requested.
• Investigate incidents, compile evidence materials, and prepare accurate and detailed written incident reports and document investigation results. Submit written and verbal reports to supervisor for review and determination if further action is required.
• Respond to calls for service and maintenance of pay-per-hour parking lot.
• Respond to call ins in the event of emergencies as able.

Required Knowledge, Skills and Abilities:

• Knowledge of current public safety regulations and CVTC student code of conduct policy/procedure.
• Demonstrated ability to assess and act prudently and quickly in crisis situations and deal with responses to emergencies.
• Knowledge of radio communication equipment.
• Basic knowledge of effective radio communication and APCO 10 codes.
• Knowledge of verbal and non-verbal tactics to safely de-escalate emotional persons.
• Ability to work effectively in a team environment as well as the ability to work independently toward department goals.
• Proven ability to resolve conflicts.
• Ability to use judgment, discretion, and decision-making skills in dealing with confidential and sensitive issues.
• Ability to be self-sufficient with little direct supervision.
• Ability to model integrity through self-awareness, personal accountability, ethical behavior, quality standards, and sustainable practices.
• Ability to think critically by applying problem solving practices, acquiring relevant information, using technology and other resources appropriately, and evaluating alternatives.

• Basic knowledge of and skills with technology including software programs for communication, data collection, and decision making including, but not limited to, Office 365 Suite.

Qualifications

• A Certification or minimum of 60 college credits in Criminal Justice, Law Enforcement or a related field required.
• Associate degree in Criminal Justice, Law Enforcement or a related field preferred.
• Successful background in applying law enforcement/public safety practices and techniques required.
• Two years of experience working in Criminal Justice/Law Enforcement preferred.
• Adult CPR with First Aid and Automatic External Defibrillation (AED) certification. Must obtain within 90 days of hire date if not already held.
• Must possess and maintain a valid Wisconsin driver’s license and acceptable driving record; includes meeting all requirements as indicated by CVTC’s insurance carrier.
