Requirements
  • Five years of experience as a Construction Manager in an engineering, environmental, or construction organization is required.
  • Strong working knowledge of pre-design and pre-construction, building systems and components, technology, contract management, project delivery methods, team building, and client relationship building is required.
  • Intermediate to advanced skills in Microsoft Office Suite are preferred.
  • Certified Construction Manager (CCM) certification is preferred.
  • Depending on area of expertise, construction managers may need certification in asbestos abatement and/or lead supervision, confined space entry, lockout/tagout (hazardous energy control), electrical utility systems, CPR, fall protection, or scaffold use.
  • Must be a U.S. citizen to obtain the required NASA badge.
  • Must provide a certified birth certificate with state seal, passport, or INS citizenship documents on the date of hire.
  • Must communicate effectively in English, both verbally and in writing.
  • Must have and maintain a valid state-issued enhanced driver's license.
  • Occasional travel and project support are required at both Michoud Assembly Facility in Louisiana and Stennis Space Center in Mississippi.
  • Must be familiar with Microsoft Office 365.
  • Must be able to work with computers, work independently while following specific detailed instructions, and interface with personnel at various levels in a multicultural, team-oriented environment.
Responsibilities
  • Provide input to Task Order formulation and Indefinite Delivery, Indefinite Quantity project proposal development before project implementation, evaluating technical considerations, resource requirements, and cost estimates.
  • Attend all project kick-off meetings.
  • Act as the construction subject matter expert during the project design phase.
  • Assist the project team in developing the Scope of Work.
  • Provide construction subject matter expert input to project controls for schedules and budgets.
  • Coordinate with the engineering team on construction matters, detailed design, and procurement.
  • Participate in engineering design review meetings as required by project management and communication plans.
  • Receive completed engineering design packages assembled to support construction work packages.
  • Perform constructability reviews during design and pre-construction phases.
  • Review the statement of work for approval.
  • Participate in the construction pre-kick-off meeting with project leadership.
  • Schedule and conduct the construction kick-off meeting with the entire project team.
  • Manage execution of all construction activities and administration of construction contracts.
  • Manage changes to the installation plan at the job site.
  • Coordinate with the project manager and job-site management.
  • Inspect and review projects for compliance with building and safety codes and other regulations.
  • Prepare and negotiate revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and subcontractors.
  • Maintain a daily construction log and a file of all correspondence.
  • Maintain current as-built drawings throughout construction, reflecting changes, modifications, variations, critical dimensions, dig permits, and other significant project information.
  • Coordinate all work elements with resident agencies affected by construction throughout the construction period.
  • Arrange and coordinate utility outages.
  • Confer with supervisory personnel, customers, contractors, and design professionals to discuss and resolve work procedures, complaints, and construction problems.
  • Investigate damage, accidents, or delays at construction sites to ensure proper procedures are followed.
  • Ensure project safety through adherence to safety policies and procedures and ensure site project teams comply.
  • Manage construction and claim resolution within the approved scope and apply the change management process to scope changes.
  • Evaluate progress to determine the percentage of construction projects completed.
  • Ensure closeout activities are performed and punch-list items are complete.
  • Coordinate with Startup on construction turnover packages and participate in the startup turnover meeting.
  • Support startup activities and system turnover.
  • Participate in project closeout and lessons-learned meetings.
