Requirements
  • Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science, Information Technology, or a related field.
  • Seven years of relevant experience managing software development teams.
  • Five years of progressive experience as a software developer using .NET Framework or open-source technologies.
  • Relevant education and experience can be substituted for each other on a year-for-year basis.
  • Knowledge of local, state, and federal laws and regulations relevant to the Application Development Team.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of the Software Development Life Cycle.
  • Knowledge of project management methodologies.
  • Knowledge of Azure DevOps or GitHub.
  • Knowledge of relational databases.
  • Knowledge of current versions of Microsoft SQL Server or PostgreSQL.

Responsibilities
  • Administer the daily operations and activities of the Application Development Team.
  • Establish goals and objectives for Application Development Team staff.
  • Develop guidelines, procedures, policies, rules, and regulations.
  • Develop schedules, priorities, and standards for achieving established goals.
  • Coordinate and evaluate Development Team activities.
  • Develop and evaluate budget requests and monitor budget expenditures.
  • Oversee and manage project activities within the team while providing technical direction and guidance.
  • Assist the Application Development Director in developing and enforcing system development processes and procedures, including project management and software development lifecycle methods.
  • Ensure that Information Technology division rules and requirements are followed, including website rules and the project delivery framework.
  • Interact with customers at various levels and establish responsive customer service for issues.
  • Assist the Application Development Director in evaluating emerging software technologies and selecting commercial off-the-shelf versus custom application software.
  • Assist in aligning projects, applications, and resources with agency business goals and objectives.
  • Assist in ensuring agency compliance with applicable statutes, rules, and regulations.
  • Provide leadership and management for the Development Team.
  • Manage Development Team project activities and provide technical direction and guidance.
  • Monitor and report Development Team work activities.
  • Assist the Application Development Director with authorization of hiring, separations, disciplinary actions, and employee performance rewards.
  • Assign job duties, conduct performance evaluations, clarify roles and responsibilities, and monitor performance against goals.
  • Evaluate Development Team performance and lead recommended improvements.
  • Support Development Team administrative requirements related to organization, budget, and personnel.
  • Ensure quality customer service from the Development Team to stakeholders.
  • Manage direct-report performance, including timely performance appraisals and follow-through on disciplinary actions.
  • Maintain confidential and sensitive information.
  • Maintain team files in accordance with agency records-retention procedures and schedules.
  • Maintain required certifications and licenses and complete required continuing education and mandatory training.
  • Operate a state or personal vehicle for business purposes when required.
  • Perform other duties as assigned.
Desired Qualifications
  • Experience in Information Technology with a State of Texas agency.
  • Experience developing, deploying, and supporting modern applications in an AWS or Azure cloud environment.
  • Experience with continuous integration and continuous delivery practices, automated testing, observability, and operational readiness for production software systems.
  • Knowledge of Geographic Information Systems and Esri software.
  • Certified Project Management Professional or Certified ScrumMaster.
